The Reimbursable Billing Technician serves as a Facility Revenue Technician in the Veterans Health Administration (VHA) Office of Finance's Revenue Operations, aligned with a Consolidated Patient Account Center (CPAC). This position is located in San Diego, CA.
Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-07. At the GS-06 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-07. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.
Duties include but may not be limited to the following:
Provides accurate and timely billing and collection activities to be completed in accordance with national policies, VHA regulations and healthcare laws.
Performs a wide variety of activities common to the segment of the program or function for which the employee is responsible.
Makes decisions or recommendations based on the development and evaluation of information that comes from various sources.
Identifies and studies factors or conditions and determining their interrelationships as appropriate to the defined area of work.
Uses independent analytical techniques and theories to apply and interpret requirements, regulations, and procedures that identify and capture the applicable revenue activities from the affected assigned areas at the VAMCs to the CPAC.
Serves as a financial ambassador/educator by providing Veterans, their families, VAMC teams and other internal and external agencies, guidance on repayment plans, waivers, interpreting insurance and eligibility benefits, and other factors that impact the Veteran's accounts for both First Party (FP) and Third Party (TP) billing.
Independently evaluates the significance of actions within their span of responsibility, assigns disposition instructions, and implements the most responsive and cost-effective means for managing them.
Independently researches, analyzes, generates, and corrects Veteran's FP co-payments for care as it pertains to a variety of complex VA programs, for VAMC provided services.
Performs other duties as assigned.
Work Schedule: Full Time, Monday - Friday, 8:00am - 4:30pm

Qualifications
To qualify at the GS-06 level, applicant(s) must meet the following:
Specialized Experience: Requires at least one (1) year of specialized experience equivalent to the next lower grade level (GS-05) in Federal Service that includes with providing accurate and timely billing and collection activities to be completed in accordance within prescribed policies, regulations and laws; performs analysis of complex problems by gathering and collecting the necessary information, establishes facts, and takes or recommends actions based upon the application or interpretation of established guidelines.
To qualify at the GS-07 level, applicant(s) must meet the following:
Specialized Experience: Requires at least one (1) year of specialized experience equivalent to the next lower grade level (GS-06) in Federal Service that includes independently providing accurate and timely billing and collection activities to be completed in accordance within prescribed policies, regulations and laws; performs analysis of complex problems by gathering and collecting the necessary information, establishes facts, and takes or recommends actions based upon the application or interpretation of established guidelines, uses independent judgment to best assist patients/customers to come to a resolution regarding their patient/customer billing, eligibility, insurance and care and/or services provided.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: The work is performed mainly in a sedentary manner. Occasional walking, standing, reaching, and bending are required. The carrying of light items such as paper, folders, and files between desk and storage is common. The work requires long periods of interaction at computer terminals.
