This vacancy is for a Supervisory Survey Statisitican position in the Associate Director for Field Operations Directorate located at the U.S. Census Bureau Headquarters in Suitland, MD. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.
This Job Opportunity Announcement may be used to fill other Supervisory Survey Statisitican, 1530-13, positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.
Duties
Supervises employees to ensure successful completion of assigned projects.
Plans, develops, implements, analyzes, and reports on the effectiveness of statistical programs/applications, alters instructions and/or guidelines as necessary to achieve program objectives.
Develops cost models for survey projects based on assumptions that are activity based, historically verifiable, and/or provided by the sponsor.
Organizes instructional conferences (surveys, video, telephone) and develop related materials using specifications to meet the expectations and needs of the audience.

- This is a Temporary Appointment, initial appointment is not to exceed (NTE) 180 days. This appointment may be extended at management's discretion.
- This temporary promotion may be terminated earlier or made permanent at management's discretion without further competition. At the conclusion of the temporary promotion, the employee will return to their position of record.
- This is a NON-BARGAINING unit position.
Qualifications
Minimum Education Requirement: Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.
OR
Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
AND
Specialized Experience: For the GS-13, you must have one year of experience at ta level of difficulty and responsibility to the GS-12 in the Federal service. Experience for this position includes: reviewing and evaluating data collection procedures and practices; preparing and evaluating cost models for a program office, developing budget assumptions and expenditures (such as identification of staffing levels, hours worked, pay rates, productivity rates, etc.), setting priorities, and leading team projects; communicating with management and other staff to relay progress, propose recommendations, and resolve issues regarding data collection operations; and supervising staff by providing management guidance and identifying the needs of internal and external customers.
Education: Education cannot be substituted at this grade level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
