This vacancy is for a Research Survey Statistician in the Associate Director for Research and Methodology (ADRM) organization located at the U.S. Census Bureau Headquarters in Suitland, Maryland.
This Job Opportunity Announcement may be used to fill other Research Survey Statistician, 1530, 15, FPL GS-15 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.
Duties
Recognized authority and principal researcher in a very broad and complex area of statistics and survey methodology.
Original research and the evaluation of a large and verified research literature. to find solutions to Census Bureau problems or to improving existing Census Bureau procedures.
Collaborative research with statisticians, mathematical statisticians, demographers, and programmers in the development of operational applications system.
Conducting applied research in the development of new or updated data products.

Qualifications
Minimum Education Requirement: Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.
OR
A combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
AND
Specialized Experience: For the GS-15, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-14 in the Federal service. Experience for this position includes: conducting and publishing independent, original research using survey, census, and/or administrative records data; leading or guiding others in conducting complex and innovative empirical research using survey, census, and/or administrative records data; monitoring projects and developing project plans and schedules; setting priorities to lead multiple concurrent complex activities; making key decisions and providing technical advice, instruction, and training with minimal guidance; communicating technical information clearly to a broad variety of stakeholders.
Education: Education cannot be substituted at this grade level.
