The Military Services Coordinator (MSC) is in the Veterans Benefits Administration (VBA) Regional Office (RO), RO out-based office location, military installation. The MSC explains benefit programs and entitlement criteria, analyzes claims materials, identifies issues, gathers evidence, conducts interviews, adjudicates claims, and inputs data necessary to generate the award and notification letter to the Veteran describing the decision and reason for it.
Duties
Major duties and responsibilities include, but are not limited to:
Performs direct veteran benefit counseling to include information on the full range of VA and non-VA benefits to which separating and retiring service-members and their spouses may be entitled to.
Provides individual counseling on specific VA related information to disabled veterans about specially designated employment assistance for service members being separated for medical reasons.
Develops comprehensive resources of transition service providers among the military, other federal, state, and local governments, educational institutions, and VA medical centers.
Incumbent is responsible for arranging and conducting workshops, seminars, and other meetings with a wide variety of service organizations, Congressional staff, and state and local government veterans' offices to address all VA benefits, as well as concerns and issues with those benefits, thus generating a strong presence within the community and good will towards the VA.
Ability to communicate with individuals of different education, environmental, ethnic, and cultural backgrounds is essential.
Acts on behalf of the Director and Veterans Service Center Management (VSCM) as liaison between Regional Offices (RO) and employees of RO's, veterans, and the community.
Incumbent exercises authority to take affidavits, administer oaths and affirmations, make investigations, examine records and witnesses, certify to the correctness of papers and documents upon matters within the jurisdiction of VA Regional Offices, and release official information to appropriate offices or personnel.
Incumbent collects, analyzes, and evaluates data that is generated by Regional Offices, and produces meaningful reports to be then sent to the VA Central Office.
Conducts compensation claims processing involving the review of Service Treatment Records (STRs) to ensure appropriate claimed disabilities are included on the appropriate application claim form.
Work independently in managing the daily workload involving the scheduling of time for orientation sessions with service members, claims processing appointments, and rating decision reviews.
Work Schedule: Full time, Monday through Friday, 8:00AM to 4:30 PM.
Telework: Available, as determined by the agency policy.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Analyzing evidence (medical, benefit and/or legal documents); 2) Developing case file records and reports to support claim decisions; and 3) Interpreting and applying laws, regulations and official guidance sufficient to evaluate the adequacy of collected information to determine claimant eligibility for benefits and services.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Ph.D. or equivalent doctoral degree .
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
