Click on "Learn more about this agency" button below for IMPORTANT additional information. The primary purpose of this position is to serve as Chief, Meteorologist, Weather Policy and Integration for the HQ USAF Directorate of Weather (HQ AF/A3W), Deputy Chief of Staff, Operations.

Duties

DUTY 1: Functions as the primary authority for Headquarters United States Air Force, Directorate of Weather (AF/A3W) on weather policy and doctrine to support the planning and execution of military operations across the Departments of the Air Force (DAF), Army, and Joint communities. DUTY 2: Applying meteorological and Air Force military weather expertise to author all 15-series publications, applicable 11- series publications, and directly contributes to all Joint Staff and LeMay center doctrinal publications to meet SECAF and DoD objectives. DUTY 3: Serves as the primary authority for Air Force Weather on a host of weather inspection related inquiries and development of weather inspection checklists. DUTY 4: Serves as the Air Force Weather representative to Air Force Safety on all safety investigations where the board identified weather as a contributing factor in the incident.

  • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Employee must maintain current certifications.
  • Disclosure of Political Appointments is required.

  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP).

  • Skill in using weather computers/software programs, work experience in Air Force Weather (AFW) operations, and experience with standard Air Force Weather systems are highly desired.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions and IOR for Meteorology Series This is a GG-14 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: meteorology, atmospheric science, or other natural science major that included: At least 24 semester (36 quarter) hours of credit in meteorology/atmospheric science including a minimum of: Six semester hours of atmospheric dynamics and thermodynamics;* Six semester hours of analysis and prediction of weather systems (synoptic/mesoscale); Three semester hours of physical meteorology; and Two semester hours of remote sensing of the atmosphere and/or instrumentation. Six semester hours of physics, with at least one course that includes laboratory sessions.* Three semester hours of ordinary differential equations.* At least nine semester hours of course work appropriate for a physical science major in any combination of three or more of the following: physical hydrology, statistics, chemistry, physical oceanography, physical climatology, radiative transfer, aeronomy, advanced thermodynamics, advanced electricity and magnetism, light and optics, and computer science. *There is a prerequisite or corequisite of calculus for course work in atmospheric dynamics and thermodynamics, physics, and differential equations. Calculus courses must be appropriate for a physical science major. OR B. Combination of education and experience--course work as shown in A above, plus appropriate experience or additional education. POSITIVE EDUCATION REQUIREMENT: This position has a positive education requirement. If transcripts are not provided, your resume MUST list the appropriate academic field (e.g. biology, mechanical engineering, economics, sociology, etc.) and all courses you have taken (including those failed), which appear to satisfy the qualification requirements of the position for which you are applying. List graduate and undergraduate courses separately. Include the descriptive title and course code, completion date, grade, number of semester, quarter or classroom hours (for education completed at business, secretarial, technical school or military schools) and graduate and undergraduate classes. **As of 1 Sep 2016, current internal AF employees must attach their transcripts. Failure to do so will result in not being referred for the position. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include mastery knowledge of meteorology and related environmental sciences to effectively explore, understand and apply new research initiatives, scientific methods, and evolving technologies to develop capabilities, solutions, products, and services to meet evolving AFW environmental support requirements. Expert knowledge sufficient to make recommendations which result in significant changes to important areas of weather-related scientific research programs, weather analysis and forecast systems, or observational systems (to include ground, air, or space-based systems). Expert knowledge of research methods that pertain to the conditions and phenomena of the atmosphere and Earth system to provide statistical analysis, evaluations, and studies in complex situations for use in military operations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of professional meteorology concepts, principles, techniques, and practices, including weather observation, forecasting, communications, meteorological equipment, and support procedures applicable to HQ USAF/A3W and all MAJCOMs. 2. Expert knowledge of DoD and DAF regulations, instructions, policies, doctrine, and procedures in DAF and Army weather operations. 3.Knowledge of end-user requirements for meteorological information and the ability to translate those user requirements into written guidance. 4. In-depth knowledge of the Air Force weather architecture and related processes or similar processes for planning, developing, and integrating issues, such as operational, technology, and system aspects, to meet military meteorological requirements in support of National Programs, DoD, and federal agencies. 5. Skill in collecting, analyzing, and interpreting data to identify significant factors and recommend a solution from several possible alternatives. 6. Knowledge of the application of weather operations and training expertise as they apply to programs and weapons systems. 7. Expert Advanced skills to communicate orally and in writing with the ability to articulate complex issues and develop and maintain effective interpersonal relations PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
