About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is with Office of the Chief of Staff of the Army; Operations and Integration Directorate; SIGINT Branch located at the Pentagon, Arlington, VA.
Duties
Serves as a meteorological analyst and technical expert advising on a cross-section of policy, planning, strategy, capabilities, and technical requirements assigned to Headquarters, Department of the Army, Office of the Deputy Chief of Staff, G-2.
Manages and performs complex analysis and assessments, often requiring new or novel approaches, to develop meteorological policy, plans, and strategies in coordination with the DoD and other Services in support of Army operations and activities.
Serves as an expert on interpretation of regulations and policies associated with weather as it relates to regulatory guidance across the Army.
The tasks required of the position are highly technical, complex, and require scientific collaboration across DoD to develop weather solutions for emerging Army requirements and capabilities.
Requires professional knowledge of meteorology including atmospheric, and environmental sciences, and the application of meteorological models, methods, techniques, and tools to assess their potential use in support of Army operations and missions.
Apply Army, Air Force, and other DoD meteorological/climate related directives to develop new policy.
Resolve dynamic emerging policy issues in a complex environment of competing political, budgetary, and operational equities and interests of numerous stakeholder organizations.
Provides technical advice to the DCS, G-2, and to senior staff members on a variety of management and administrative actions which support accomplishment of the organization’s mission.
Oversees the work of team members in the formulation of meteorological policy.
Responsible for structuring project approaches, managing resources, clarifying policy constraints, resolving compliance issues, and assessing exceptions to policy for all meteorological-related regulations.
Serves as a coordination officer for the Operations and Integration Directorate ODCS, G-2 exercising authority to ensure meteorological/climatological activities, methods, procedures, and capabilities operate effectively.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must obtain and maintain a Top-Secret Security Clearance with eligibility for Sensitive Compartmented Information (SCI) access.
- TDY may constitute up to 10% of time, with additional travel within the metropolitan Washington, D.C. area.

In order to qualify, you must meet the education AND experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Meteorologist:
A. Degree: Bachelor's degree (or higher degree) in meteorology, atmospheric science, or other natural science major that included:
1. At least 24 semester (36 quarter) hours of credit in meteorology/atmospheric science including a minimum of:
a. Six semester hours of atmospheric dynamics and thermodynamics;*
b. Six semester hours of analysis and prediction of weather systems (synoptic/mesoscale);
c. Three semester hours of physical meteorology; and
d. Two semester hours of remote sensing of the atmosphere and/or instrumentation.
2. Six semester hours of physics, with at least one course that includes laboratory sessions.*
3. Three semester hours of ordinary differential equations.*
4. At least nine semester hours of course work appropriate for a physical science major in any combination of three or more of the following: physical hydrology, statistics, chemistry, physical oceanography, physical climatology, radiative transfer, aeronomy, advanced thermodynamics, advanced electricity and magnetism, light and optics, and computer science.
* There is a prerequisite or corequisite of calculus for course work in atmospheric dynamics and thermodynamics, physics, and differential equations. Calculus courses must be appropriate for a physical science major.
OR
B. Combination of Education and Experience: Course work as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes producing meteorological/weather data analysis for a command; AND compiling meteorological data for use in agency policies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
