This position is located at Office of the Inspector General for Tax Admin,Office of Information Technology. As a Supervisory IT Specialist (PLCYPLN), you will provide high-level, day-to-day support for TIGTA's Information Technology (IT) governance and IT portfolio management activities. Responsible for strategic/operational planning, policy, security, budgeting, acquisitions, administration, planning, coordinating, and implementing related technical/resource management projects and programs.
Duties
As a Supervisory IT Specialist (PLCYPLN), you will:
Serve as Assistant Director Governance & Portfolio Section for assigned components of TIGTA's IT portfolio activities, typically performing a full range of administrative tasks for the IT Governance Board.
Supervise the work of Section employees within the Office of Information Technology (OIT), serving as a project manager liaison for a variety of information technology and other related projects. Section may be comprised of professional, technical and clerical employees and may consist of contract personnel.
Act as escalation point for all request and incidents and advises the Director and CIO as necessary.
Ensure the work efforts achieve the outcome specified within TIGTA's business and information technology strategies, including appropriate strategic, life-cycle management, and capital IT investment plans
Work with contract specialists to support acquisition planning, preparation of Statements of Work, and identify purchase requests requirements (re: funding certification, Section 508 reviews, funding code verification, vendor sourcing) that meet Treasury policy.
Qualifications
You must meet the following requirements by the closing date of this announcement.
For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
Experience managing Governance Boards, IT portfolio, and projects that are planned and in-progress across the agency as individual investments; AND
Experience participating in discussions and activities regarding IT project funding, resourcing and prioritization while advocating for the business as it relates to programs and projects; AND
Experience providing IT portfolio guidance, support, and coordination to customers and IT project teams; AND
Experience directing, monitoring, developing and delivering Governance & Portfolio support programs that provide the full range of IT services to system users throughout the organization.
In addition to meeting specialized experience, applicants must also show proficiency in 1) attention to detail, 2) customer service, 3) oral communication, and 4) problem solving.
Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
