About the Position: Serves as the Geospatial Coordinator with emphasis on GIS, subject matter expert and program manager as primary point of contact concerning Enterprise Geospatial Engineering Systems for the Division which includes survey mapping, imagery acquisition and exploitation, GIS analysis and CAD/BIM. Management may consider candidates and select from either grade level announced.

Duties

Serves as a technical expert and consultant to District Operations Division elements and managers who request various mapping products and digital databases. Designs and develops and maintains GIS databases, layers, and dashboards to satisfy the needs of the Operations Division Lake and Navigation projects. Serves as a senior consultant in GIS/GPS technology which includes providing guidance and "hands-on" support to various offices to help troubleshoot and resolve software or hardware problems. Support field staff that rely heavily on GIS data for NEPA packages, shoreline, boundary, encroachments, trespasses, culturally sensitive areas, scopes of work, decision making for requests from adjacent landowners and partners such as lessees. Acquires and creates GIS coverage, generates reports, statistical summaries, digital/hardcopy maps, digital raster collection, and other customer-requested products by researching and acquiring data from a wide variety of sources. Performs quality control review of products generated by others; archives files by project; maintains documentation; and submittal of metadata to the national GIS clearinghouse. Develops and implements Operations Division level policy and program guidance governing the implementation and management of Knowledge Management initiatives. Provide training to support field staff with various product tutorials.

Basic Education Requirement for Geography: Bachelor's degree (or higher degree) in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. OR Combination of Education and Experience: Courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education. Basic Education Requirement for Cartography: Degree: Bachelor's degree (or higher degree) in cartography, or a degree with a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geology, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites). OR Combination of Education and Experience: Courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or related engineering science, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: In addition to meeting the basic "education" requirement for series noted above, to qualify for this position you must also meet the "specialized experience" (unless you are substituting your level of education in place of the specialized experience): Specialized Experience GS-11: One year of specialized experience which includes performing cartography using Geographic Information Systems (GIS) software, creates, modifies, updates, and analyzes geographic objects and relational database data, compiles geographic facts from a variety of specified sources (i.e. physical maps and charts, public data, in-house data and others), supports a multi-disciplinary team in the collection and compilation of information for upward GIS reporting. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study]. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position if computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience GS-12: One year of specialized experience which includes planning, researching, and implementing the full scope of investigative projects requiring the application of geographic concepts, approaches, and a broad understanding of geographic relationships; developing and maintaining Geographic Information System (GIS) layers, databases, and dashboards; identifying and solving problems in processing procedures; and verifying the overall consistency and validity of data and products. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11. Education

Some positions/grade levels allow for education substitution in place of having specialized experience to qualify, for this position at GS-11 level education substitution is applicable, for the GS-12 level must meet the minimum education requirement and specialized experience, if you qualify based on education must submit a copy of transcripts.
