About the Position: Utilizes a professional knowledge of natural, physical, and social sciences theories, practices, and methodologies, as they relate to the natural and human environment, to serve as a regulatory project manager with technical expertise.

Duties

Conducts or manages the evaluation of complex, controversial, and environmentally sensitive applications and permits for activities or work in waters of the United States. Proposed and permitted projects, to be evaluated, frequently have high consequence with respect to environmental, political, financial and/or policy aspects. Conducts or manages the investigation of unauthorized work and developing and determining the resolution of enforcement actions. Assists in the management of the District regulatory program through the development, administration, and implementation of programmatic initiatives and requirements. Provides advice to lower grade employees on procedural and technical aspects of the Regulatory program. Monitor, evaluate, or direct the monitoring and evaluation of, authorized activities and associated impacts, reviewing analysis and recommend whether on-going, or similar proposed, activities should continue or be modified, suspended, or terminated. Evaluate all levels and types of Department of the Army (DA) permit applications, compliance, and/or enforcement cases within the regulatory authority of the Clean Water Act and the Rivers and Harbors Act of 1899. Provides advice and recommends courses of action to potential applicants concerning regulatory requirements, including jurisdiction, processing and evaluation, and the likelihood of project approval. Participates in interagency meetings such as with a State Highway Agency or other applicants with long-range planning needs. Coordinate proposed projects with the applicant, their agent, consultants, and/or attorneys, elected officials such as Federal and State Congressional representatives, which may include making preparations for public hearings.

  • Incumbent must possess and maintain a valid State motor vehicle operator's license prior to appointment to accomplish assigned duties.

OR Combination of education and experience: courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown above, plus appropriate experience or additional education. Basic Education Requirement for Biologist, series 0401: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of Education and Experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. Basic Requirement for Environmental Engineer, series 0819: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/environmental-engineering-series-0819/ Basic Education Requirement for Physical Scientist, series 1301: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR Combination of education and experience which includes courses equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Note: You must attach a copy of your transcripts for any of the educational series listed above. In addition to meeting the basic education requirement above, to qualify for this position you must also meet the qualification requirements listed: GS-12 Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes experience and working knowledge of: Evaluating Department of the Army (DA) permit Applications, compliance and enforcement cases for activities in waters of the United States and Navigable waters of the United States within the Regulatory Authority of the Clean Water Act and the Rivers and Harbors Act of 1899, as well as knowledge of theories, practices, and methodologies, as they relate to the natural and human environment; demonstrating leadership values by assisting/mentoring colleagues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Education
