Incumbent serves as the business manager and administrative officer for Medicine Service at the Mann-Grandstaff VA Medical Center (MGVAMC) in Spokane, Washington.
Duties
Develop and execute all business operations and administrative functions within Medicine Service. This includes interpreting administrative policies and requirements, defining administrative requirements, and providing guidance and advice to management on such requirements.
Develop, implement, maintain, apply, and continuously improve infrastructure (processes, policies, tools, etc.) for effectively managing administrative and business operations. Examples include systems for proactively monitoring and managing the Service's administrative activities (recruitment and hiring, budget management, resource utilization, suspense management, policy management, timekeeping, training compliance, Managerial Cost Accounting (MCA) Labor Mapping, reporting requirements, personnel management, etc.) and business operations (clinical scheduling and staffing, clinic utilization, consult management, patient flow and access, encounter completion, coding and documentation, VERA workload capture, clinic set up and management, program compliance monitoring, process improvement initiatives, etc.). Incumbent is responsible to monitor the Service performance standards on these business and administrative functions regarding quality, efficiency, effectiveness, and patient satisfaction with the goal to identify opportunities for improvement.
Serves as primary point of contact and technical subject matter expert on VA performance measures for which the Service has responsibility, e.g Strategic Analytics for Improvement and Learning (SAIL), Specialty Productivity-Access Report & Quadrant (SPARQ), and etc. Incumbent is considered an expert in the development and/or interpretation of guidance on clinical business operations.
Independently, the incumbent will proactively and systematically develop, gather, collate, manage, analyze, interpret, and present data regarding the Service's operations to facility and or VISN leadership. Incumbent uses multiple databases from such sources as: VHA Support Service Center (VSSC) Reports; Pyramid Analytic Data Cubes; VHA Reports and Information Portal (RAMP); VHA Office of Productivity Efficiency & Staffing (OPES) Managerial Cost Accounting Program (MCAP); Veterans Information Systems and Technology Architecture (VISTA) Reports; Strategic Analytics for Improvement and Learning (SAIL); VISN 20 Reports and Information (RIP) reports; External Peer Review Process (EPRP) Reporting and etc. Incumbent serves as data management expert for the service and consults with Group Practice Manager (GPM), Administrative Officers, Executive Assistants, Service Chiefs and Executive Staff as requested.
Responsible to manage service-level resources. This includes managing the Service's physical resources and physical space assigned to the Service, e.g station equipment planner and committee member. Incumbent proactively monitors resource utilization to help the Service Chief assure that resources are used in alignment with agency mission and values. Incumbent anticipates resource gaps, advocates for needed resources (space, staffing, funding, equipment) on behalf of the Service, and develops business arguments to effectively support resource requests.
Manage the Service's multi-million dollar budget, monitoring expenses, tracking budget execution functions, analyzing and forecasting funding requirements, identifying cost saving opportunities, preparing budget proposals, and advocating for needed resources. Incumbent provides Service Chief and program coordinators with continuous appraisal of the utilization and status of fund control points assigned to their programs. Incumbent serves as an Approving Official for Government Purchase Card acquisitions. Incumbent also serves as the Time and Leave (T&L) Approver and Supervisor in VA time & Attendance System (VATAS). Incumbent solicitates and monitors contract performance and serves as the primary Contract Officer Representative (COR) for the service.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 10/29/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

GS-7 EXPERIENCE: You have one year of specialized experience equivalent to at least the GS-5 level or pay band in the Federal service. Specialized experience includes, with significant oversight: knowledge of a wide range of concepts, principles, processes, and best practices that apply to business management and administration, with emphasis on health care management; knowledge of the mission and operational demands of a small VA hospital; clinical knowledge sufficient to discuss quality outcome issues with providers and review medical records for production of required reports to leadership, VISN and/or accrediting agencies; ability to work independently, prioritize work, and identify and recommend solutions to problems; strong working knowledge of computer systems, including office software packages used in VA (particularly Microsoft Word and Excel) and data analytic applications available to VA staff; excellent communication and presentation skills, using both verbal and written media with the ability to teach, train, inform, persuade, and negotiate with individuals at all levels of organizations.

EDUCATION: You have completed one (1) full year of graduate level education OR have a bachelor's degree with superior academic achievement. This education must have equipped you with the knowledge, skills, and abilities to perform the duties of the position at this grade level and is in a field directly related to the position.

COMBINATION: You have some specialized experience equivalent to at least the GS-5 grade level but less than one year, and you have some graduate level education but less than one year. You have computed the percentage of the requirements, and the total is at least 100% of the requirement for the GS-7 grade level.

You have computed the percentage of these requirements, and the total is at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.

Physical Requirements: The work is sedentary, although the incumbent is frequently required to walk to the other outlying buildings on the M-GVAMC campus, occasionally several times in one day. The work occasionally requires carrying of light objects, less than 15 pounds, such as files, books and papers; some walking, standing and bending. No special physical qualifications are required. Intermittent travel is required.
Work Environment: Work occurs primarily in an office setting, posing no more than everyday risks and discomforts common to an office setting. Safety measures include typical office safety precautions, such as safe use of office equipment, avoidance of trips and falls, attention to fire regulations, and so forth. Workplace includes adequate lighting, heat, and ventilation.
