Serves as the business manager and administrative officer for Medicine Service at the Mann-Grandstaff VA Medical Center (MGVAMC) in Spokane, Washington.
Duties
Responsible to develop and execute all business operations and administrative functions within Medicine Service
Interpreting administrative policies and requirements, defining administrative requirements, and providing guidance and advice to management on such requirements
Responsible to develop, implement, maintain, apply, and continuously improve infrastructure (processes, policies, tools, etc.) for effectively managing administrative and business operations
Serves as primary point of contact and technical subject matter expert on VA performance measures for which the Service has responsibility
Propose and/or implement improvements to clinical operations through the application of the evidence-based health care business principles such as flow management and advanced clinic access
Develop, gather, collate, manage, analyze, interpret, and present data regarding the Service's operations to facility and or VISN leadership
Responsible to manage service-level resources. This includes managing the Service's physical resources and physical space assigned to the Service
Serves as the Service day-to-day liaison with the hospital's administrative departments (human resources, fiscal, IT, healthcare administration, etc.)

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday- Friday from 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07; for a GS-07 position you must have served 52 weeks at the GS-05 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-07:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience with the concepts, principles, processes, and practices that apply to business management and administration, with emphasis on health care management under significant oversight;
Demonstrate knowledge of the theories and practices associated with effective health care operations, quality and process improvement, strategic planning and goal setting;
Demonstrate knowledge in clinical outcome management, performance management, management analysis, material management, recruiting and retention;
Experience with compliance requirements, clinical and administrative performance requirements, resource allocation systems, lines of authority, roles of key personnel, and the flow or information;
Experience with common office software packages such as Microsoft Word and Excel and data analytic applications available. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one full year of related graduate level education or superior academic achievement. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first four years of undergraduate education. GS-09:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience with a wide range of concepts, principles, processes, and practices that apply to business management and administration, with emphasis on health care management;
Demonstrate knowledge of the theories and practices associated with effective business operations, quality and process improvement, strategic planning and goal setting, contract development, budget management, organizational networking, patient flow and access, clinical outcome management, microeconomics, supply and demand management, business communication and marketing, performance management, management analysis, material management, recruiting and retention, policy development and management, general project management, and other business processes;
Requires expertise in applying this broad body of knowledge listed in previous bullet point to difficult and complex business situations typical of a large clinical service with multiple, diverse programs and requirements ;
Must have a thorough knowledge of business research methods, statistics, analytical methods, and tools and methods for effectively interpreting and presenting research findings. Must have ability to independently produce authoritative research results that support advocacy for scarce resources and actions likely to improve business operations. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a masters degree or two full years of progressively higher-level graduate education leading to such a degree. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation (TRANSCRIPTS REQUIRED). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one full year (18 semester hours) of graduate level education. Physical Requirements: The work is sedentary, although the incumbent is frequently required to walk to the other outlying buildings on the M-GVAMC campus, occasionally several times in one day. The work occasionally requires carrying of light objects, less than 15 pounds, such as files, books and papers; some walking, standing and bending. No special physical qualifications are required. Intermittent travel is required.
