The incumbent serves as the Administrative Officer (AO) and Business Manager of Geriatrics, Rehabilitation, and Extended Care (GREC) which is a complex service comprised of six sections Physical Medicine and Integrative Health, Rehabilitation, Community Living Center (CLC), Home Based Primary Care, Audiology, and Pain, offering more than twelve distinct programs in a wide variety of care settings.
Duties
Major duties include, but are not limited to:
Budget Guidance and Administration:
Develops the need for and maintains awareness of available resources, and makes recommendations to Medical Center management regarding needs, distribution, or redistribution of these resources.
Administers budget for 11 separate fund control points while serving as budget and financial advisor to the Chief, GREC and their staff.
Processes all vouchers with the appropriate office and carries out any needed follow-up, including travel vouchers for all service staff and vouchers for payment.
Directions/Long-Range Planning;
Develops both long and short-range policies and plans for the organization by coordinating the administration needs of the organization(s) for which accountable.
Monitors expenditures and forecasts changes that require reprogramming of funds for funds assigned areas of responsibility.
Review financial reports to assure accuracy and compliance.
Policies Management:
Responsible to develop analytical tools to identify, format and to access and reduce policies, to provide recommendations to management in an easily recognized format, or to assist other staff.
Demonstrate skill in applications of presentations and reports focusing on ensuring policies and SOPs are effectively managed, consistent on design, of sufficient quality and appropriate quantity, and appropriately distributed on the SharePoint.
Experience in analytical ability, judgement, discretion, and knowledge of a substantial body of administrative or program principles, concepts, policies, and objectives.
Policy Program and Procedures:
Develop or updates organization's program policies and procedures.
Updates policy format manual to reflect new guidance or to clarify previous instructions.
Assists clerical personnel by providing information on unusual format or other technical questions.
Program Administration:
Leads in administering programs concerning such matters as equal opportunity, merit promotion, labor management relations, and position management.
Administers space and equipment programs.
Assists and informs staff on administrative policies, resource utilization and workload projections within the service.
Provides on-going training and assistance to new and incumbent personnel regarding office policies and procedures.
Human Resource Actions:
Discusses, investigates, and responds to employee grievances and dissatisfactions in order to resolve conflicts.
Represents management at labor management meetings, provides information and resolves conflicts and/or problems that may arise and assures management officials are familiar with the negotiated agreement.
Responsible for personnel management functions including recruitment, classification, staffing, employee relations, the performance appraisal process, employee awards, pay/leave administration, training, travel, EEO programs, workman's compensation, and performing necessary research related to human resource management issues.
Program Compliance:
Provides for full administration of reporting, evaluation, and compliance requirements associated with GREC's programs.
Follows established procedures to meet accreditation standards.
Responsible for initial development, monitoring and reporting on internal controls taken to eliminate or reduce the possibility of fraud, waste and abuse.
Quality/Productivity Goals:
Serve as the GREC data subject matter expert, demonstrating a strong knowledge of business research methods as well as data and information management.
Able to anticipate and identify potential problem areas and to operationalize these for formal analysis.
Skilled in developing valid and reliable studies and measures of clinical and administrative success.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday; 7:30 am-4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 10/10/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. For the GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-09:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-07; examples of specialized experience would typically include, but are not limited to: Comprehends the critical balance between the administrative and clinical functions in the health care delivery system; Coordinates, control programs, and resources to achieve department objectives; Applies specialized principles and practices of health care management; Performs administrative functions in health care delivery system; Outlines clinical operations overall policy and priorities for an efficient and effective administrative service; Utilizes standards and guidelines to resolve major issues, program goals, work processes, and administrative operations of the organization. NOTE: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week.
OR
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. of J.D., if related to the position. (TRANSCRIPTS REQUIRED)
OR
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate level education beyond the first year in a degree directly related to the position in order to be creditable.(TRANSCRIPTS REQUIRED)
GS-11:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09; examples of specialized experience would typically include, but are not limited to: administrative functions, human resources, management analysis, procurement, reports management, data processing, operational and budgetary concepts, principles and practices related to the management of a department; develop new or modified policies, work methods, organizational structures, business processes, and/or program administration procedures; recruit, train, new employee orientation, disciplinary actions; formulates, justifies, executes and provides financial management/reporting. NOTE: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or have successfully completed a LL.M, if related.
