You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the FINANCIAL MANAGEMENT (FM) DIVISION of NAVAL FACILITIES ENG COMMAND ATLANTIC.

Duties

You will serve as the senior liaison for budget policy or procedures. You will direct and/or perform continuing program execution review, analysis and appraisal of the major operation and support programs. You will mentor others on financial management regulations and government budget principles. You will coordinate the development and reporting of cost/performance information.

Requirements

  • This is a Financial Management Level III Certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification level must be achieved within prescribed timelines.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following performing the following: 1) Participates in the formulation, management and execution of a General Fund Resource Allocation Plan (RAP) for a regional or larger command; 2) Provides expert advice/counsel to management on budget/program execution; 3) Manages a command's Payroll & Timekeeping functions via Standard labor Data Collection and Distribution Application (SLDCADA); 4) Manages accounts receivable and incoming cash collections for the operating budget for a regional or larger command; 5) Leads teams across multiple commands and echelons; and 6) Prepares and presents high level oral and written briefs to internal and external stakeholders.
