To manage and provide technical and managerial support to the wing commander and wing organizations for off-station purchases of aviation fuel and ground services. Additional duties include building and executing wing flying, ground, and maintenance schedules along with coordinating with current operations to execute off-station sorties.
Duties
This position will coordinate the flying, ground, and maintenance schedules for the 54th Air Refueling Squadron(ARS), 56th ARS, and 58th Airlift Squadron (AS).
Manage the Wing's Aviation into-plane Reimbursement Card (AIRCARD) program.
Coordinates AIRCARD financial, accounting and policy measures with appropriate functional agencies.
Processes, verifies and monitors source documents and billings for AIR Card transactions.
Prepares AIRCARD status report each month to track the status of funds, flying hour cost and fuel consumption
rate for submission to HQ/AETC.
Monitors aircraft assignment and transfers to ensure they are updated in the Reliability and Maintainability
Information System (REMIS), Core Automated Maintenance System and FAS-Enterprise System.
Aid the 97th OSS Current Operations Team in the completion of off-station missions and support.

- Designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
- Key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
- This is a Mission Essential (ME) position performing a Mission Critical Function (MCF)
- Which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.

Qualifications
In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes assigning details for each flying line, including but not limiting to: go, line number, take off time, landing time, duration, aircraft configuration, takeoff and landing base, air refueling track, air refueling time, air refueling rendezvous type, air refueling payload, and receiver information. Coordinate with off-station support wings to fulfill the needs of the organization training requirements. Relay changes to the schedule requested by each squadron's executions team to the wing scheduling execution team. Adapt the schedule in a timely manner to fulfill the customer service requirements of each user's (squadron's) director of operation's mission and taskings. Responsible for the accuracy of billing conducted within the scope of the AIR Card program. Experience with budgetary, fuel supply, operations and logistics processes related to the AIRCard program.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Basic knowledge of aircrew scheduling and taskings.
2. Ability to effectively communicate both verbally and in writing, to include qualitative and quantitative methods.
3. Knowledge of budgetary, fuel supply, operations and logistics processes related to the AIR Card program.
4. Knowledge of governmental accounting policies and procedures.
5. Knowledge of office automation systems and ability to use various software; i.e., MS Windows, Excel, and Word.
6. Ability to use a wide variety of data base management systems in AIRCard program management; i.e., Commanders
Resource Integration System (CRIS), Defense Enterprise Accounting Management System (DEAMS), FAS-Enterprise
(fuels accounting system), Core Automated Maintenance System (CAMS), G-TIMS software and obtain a GDSS account.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
