You will serve as a SUPERVISORY FACILITY OPERATIONS SPECIALIST in the Facilities Support Branch (Code 985) of the Production Facility and Equipment Management Division (Code 980), Production Facilities and Equipment Division (900F), Production Resources Department (Code 900) of NORFOLK NAVAL SHIPYARD.

Duties

You will provide guidance, oversight and direction to assure safe availability of buildings, systems, equipment, and utilities. You will ensure subordinates plan and complete routine assignments. You will identify, distribute, and balance work load and tasks among employees. You will coach building monitors in the selection and application of appropriate problem solving methods and techniques. You will provide advice on work methods, practices and procedures. You will represent the team in dealings with regulatory agencies, shipyard leadership and other entities to obtain resources. You will maintain program and administrative reference materials, project files, and background documents. You will prepare reports and maintain records of work accomplishments and administrative information.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card to make official government purchases for goods and services.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: - Experience utilizing thorough knowledge of facility operations, construction, facility maintenance, and facility systems (electrical, steam, water, gas, air piping, plumbing, HVAC, Roofing, steam, etc.). - Experience implementing fire preventions/protection code and instructions, fall protection codes and instructions, the Electrical Safety Program, OSHE safety codes and the use of hazardous materials and waste regulations. - Experience displaying clear and concise written and oral communication skills and corresponds problems to others in such a manner while reporting these issues to all levels of management and following through on all pertinent actions. - Experience partnering with others to achieve common goals while utilizing problem solving skills and addressing issues as they arise to maintain the safety and functionality of the facilities assigned. - Experience conducting meetings with all stakeholders involved (NAVFAC, Contractors, Shipyard management etc.) to assure projects are completed by the date agreed upon and advising all of any changes.
