This position is in the VHA Office of Health Informatics (OHI), Office of Clinical Informatics (OCI), Client Portfolio Management Office (CPMO) supporting the Portfolio Management Team. CPMO is responsible for all analytical and administrative matters related to the resolution of stakeholder-reported health informatics issues at a national level.
This vacancy may be filled in Washington, DC or a location to be determined.
Duties

Major Duties Include but are not limited to:
Prepares complex action plans and schedules for various phases of project accomplishment, managing to both short and long-range objectives, and ensures that plans are consistent with program goals and schedules.
Utilizes understanding of the software development life cycle and application of project management principles to managing aspects of program to meet milestones.
The incumbent provides key business analysis support for project continuity, support for Clinical Advisory and Health IT workgroups, Field Site Coordination & Support, Stakeholder & Subject Matter Expert Engagement, feature crews or other working groups.
Estimates and reports to the team on progress in meeting established milestones and deadlines for completion of assignments, projects and tasks, and ensures that all team members are aware of and participate in planning for achievement of team goals and objectives.
Monitors contract and contractor performance and helping assure contractor adherence to critical program milestones and requirements, rising early indication of issues/challenges/concerns to appropriate level of organization and leadership to facilitate mitigation and resolution.
Develops procedures and systems for establishing, operating, and assessing the effectiveness of health IT systems.
Utilizes expert knowledge of computer-based techniques used in identifying, extracting and analyzing clinical data.
Utilizes expert knowledge and understanding of administrative laws, policies, regulations, and precedents governing interagency projects and development of health IT systems and services.
Actively facilitates meetings to support and advance efforts by monitoring status, gathering data, preparing results of findings for status reporting, and preparing briefing/presentation materials.
Convenes meetings and teleconferences to present projects, programs, and issues to higher VHA leadership, formulating meeting agendas, coordinating the program and speakers, moderating the meeting, making presentations and introductions, and ensuring that the information is presented in a concise, complete, and effective manner.
Utilizes expert knowledge of common functions of business intelligence technologies such as reporting, online analytical processing, analytics, data mining, process mining, complex event processing, clinical performance management, benchmarking, text mining and predictive analytics.
Work Schedule: Monday - Friday 08:00 AM - 04:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/01/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Experience with contract lifecycle management and contract requirement (e.g PWS) development.
Experience preparing and tracking multi-year budgets to include staffing, contracts, travel, training, and education.
Experience in provision of direct support at an executive level to include monitoring administrative functions, anticipating needs, and designing changes to organizational, staff, and resource procedures/processes.
GS-13 grade level experience: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:
Experience in the use of software applications that document, manage, and generate reports on multiple projects and programs; and skill and experienced judgment in applying and developing criteria or requirements for testing and evaluating new approaches and concepts for program operations.
Experience completing contracting packages, including performance work statements, cost estimation for the development of independent government cost estimates, acquisition plans, etc., as well as the evaluation of responses to solicitations.
Experience preparing and tracking multi-year budgets to include staffing, contracts, travel, training, and education. Knowledge of and ability to apply project management tools and techniques as well as change management theory and application.
Experience using strong analytical skills to complete fact gathering, organizing, and presentations inherent in requirements analysis, alternatives analysis, technical project proposals, project, plans, and overall program coordination.

Physical Requirements: The work is low stress and generally sedentary. May require occasional travel; frequency based on mission objectives and schedule.
