The position is located in the VHA Office of the Chief Strategy Officer (108), Office of Strategic: Planning and Analysis, Strategic Planning Service/Strategic Analysis Service. The incumbent of this position performs a wide variety of analytical wok associated with strategic and capital asset planning.

Duties
This position involves a multi grade career ladder. The major duties listed below represent the full performance level of a GS-13. At the GS-12 you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of a GS-13.
The Management and Program Analyst in the Strategic Planning Service/Strategic Analysis Service will have the following duties:
Conducts strategic analysis for a variety of services within VA.
Provides background data to be used in program study and research projects, conducts analyses, assessments and studies; and completes special projects. Prepares briefings, develops options and recommendations for actions and prepares decision packages for the consideration of senior management.
Engages in VA-DoD joint strategic planning activities, using expertise in both health care and organizational planning to help develop a system-wide framework for the integration of joint planning and performance related activities.
Engages in analysis and research in support of construction planning at the facility, VISN and VHA levels.
Analyzes specific management and productivity improvement initiatives, monitors implementation, and recommends changes when necessary.
Plans, develops and conducts internal review studies.
Uses analytical techniques to analyze complex and critical data.
Develops proposals to restructure program areas that require redistribution of significant portions of tasks or positions that are distinct but interrelated. Projects require the use of analytical techniques such as cost/benefit analysis and workflow analysis.
Analyzes management techniques, processes, and styles for improving organizational effectiveness.
Uses analytical techniques of a complex nature. Depending on the complexity of the study, works with senior analysts as needed.
Performs other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm (Compressed/Flexible Schedule: Available)
Telework: Available (applicant is required onsite 50% of work schedule per pay period)
Remote: This is not a remote position.
Virtual: The employee may work at a VA facility or other VA-leased space other than the facility that is hiring the employee and is authorized for telework up to 50%.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/29/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Specialized Experience GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
o Perform predictive data analysis and data mining skills, such as SAS Programming, Sequel, Pyramid and/ or Tableau.
o Statistical Analysis: Identify whether the analytic methods applied are right for the problem and which inferences are valid from the information at hand.
o Machine Learning/AI: Build reliable, scalable, and easy-to-maintain models.
o Demonstrate experience using raw data and converting that to information useful for decision-making.
OR
Specialized Experience GS-13: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
o Perform predictive data analysis and data mining skills, such as SAS Programming, Sequel, Pyramid and/ or Tableau.
o Statistical Analysis: Identify whether the analytic methods applied are right for the problem and which inferences are valid from the information at hand.
o Machine Learning/AI: Build reliable, scalable, and easy-to-maintain models.
o Demonstrate experience using raw data and converting that to information useful for decision-making.
o Analyze management techniques, processes, and styles for improving organizational effectiveness.
o Study and implement management improvements In areas identified through such means as internal control reviews, and management studies

Physical Requirements: Work is typically performed in an adequately lighted and climate controlled office.
