The primary purpose of this position is to create formal training plans and programs, as well as career and professional certification programs.
Duties
Develops plans, schedules, and trains Depot Maintenance employees.
Plans, organizes, and oversees the activities of the organization, ensuring that manpower, personnel, force development/education and training related operations comply with legal and regulatory requirements and meet customer needs.
Participates in special manpower, personnel, force development/education and training related operation projects and initiatives and performs special assignments.
Represents the organization with a variety of installation and functional area organizations.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-01, equivalent to the next to lower grade GS 04 or equivalent in the Federal Service. Specialized experience includes developing long-range training, and career development plans. Performs studies, analyzes data, prepares plans, reports, agreements, tracks action items, monitors support effectiveness with respect to program management, and provides briefings to management when necessary. Plans, organizes, and oversees the activities of the organization, ensuring that manpower, personnel, force development/education and training related operations comply with legal and regulatory requirements and meet customer needs. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing.
2. Knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance.
3. Knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition., supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas.
4. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relations with all individuals and organizations.
5. Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution.
6. Skill in interpreting and applying complex DOD, USAF, AFMC, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
