Duties

Serves as a Management and Program Analyst, Defense Logistics Agency's (DLA) Information Operations, J6, Office of the Chief Digital and Artificial Intelligence Officer's (OCDAO), J6D, Enterprise Data Management (EDM) Division. Serves as analyst within data governance and data sharing branch or data quality and metadata management branch that develops data policies and... ...procedures based on the Data Management Body of Knowledge (DAMA DMBOK), DoD Policy, DLA Strategic Plan and the DLA Digital and Artificial Intelligence Strategy. Develops data policies and procedures so the analytical community understands what data is within an organization, what might be accomplished with it and determine how best to use data assets to reach organizational goals. Assists senior analysts with automated data sharing projects by working with customer to determine requirements and system owners to fulfill requirements. Assists senior analysts with implementing a process to define data quality, including identifying critical data, existing business and maintenance rules, and data profiling. Assists senior analysts with implementing a Metadata management tool, business glossary and data dictionaries. Work collaboratively with technical and business SME’s, such as Enterprise Advanced Analytics, Analytics Center of Excellence, Enterprise Architecture, Data Architecture, Process Owners, and... ... Data Owners to ensure DLA can reach Visible, Accessible, Understandable, Linked, Trustworthy, Interoperable and Secure (VAULTIS) data objectives. Communicates in a professional manner to peers, stakeholders, the supervisor, senior DLA leadership, OSD leadership, and other Civilian Federal Agencies, e.g. official memoranda, white papers, fact sheets, briefings, analyses, and emails.

Qualifications

To qualify for a Management and Program Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Transforming data management findings and/or recommendations into written reports and/or briefings for presentations to senior leadership and other key stakeholders. Effectively communicating both orally and in writing (e.g., briefings, presentations, procedures development, user guides, etc.) to convey data management information to employees and executive level officials. Collaborating across the agency to successfully assist with leading a strategic initiative or program, application development, or policy for Enterprise Data Management. Assisting with developing and implementing policies, processes, and procedures for Enterprise Data Management Possessing technical skills in at least one Data Management - Data Management Body of Knowledge (DAMA DMBOK) Knowledge Areas (Data Architecture, Data Modeling & Design, Data Storage & Operations, Data Security, Data Integration & Interoperability, Document and Content Management, Reference & Master Data, Data Warehouses, Business Intelligence, Metadata Management, Data Quality, or Data Governance, Operational Data Stores, Database Management Systems). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
