Duties

Serves as a J-62 expert on DLA acquisition business policies and processes supporting the acquisition life-cycle management across business processes such as finance and audit processes. Advises finance (J8) functional customers of the acquisition process related to defining requirements for business capacity needs, determining planned budget, and analysis support for potential solutions. contd to include performing market research to determine best of breed IT software solutions which will satisfy business requirements. Serves as the focal point for coordinating and reviewing strategies/plans across emerging AIS programs. Identifies and tracks key performance indicators for standardized enterprise processes such as business capability management. Oversees the management of the programs and initiatives, identifying and ensuring adherence to the baseline of approved IT acquisition business requirements and implementation of changes to these requirements.

Qualifications

To qualify for a Program Analyst your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Responsible for documenting requirements to solve business problems with well-defined outcomes. Determines the criteria and weighted factors for evaluation of technical solutions ability to solve business problems. Performing analysis and planning out-year budget projections. Document and oversee standardized business processes and track key performance indicators. Perform program management activities related to cost, schedule and performance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
