Duties

GS-5/7: The primary purpose of this position is:To serve as an Air Operations Specialist in a developmental capacity performing assignments designed to further develop applicable analytical and evaluative skills and techniques. GS-9: The primary purpose of this position: is: to serve as an air operations specialist who evaluates day to day air operations and conducts studies/projects to ensure maximum utilization at minimum cost to the Department of Defense (DOD), to meet the worldwide air transportation operations needs of the Armed Services. GS-5/7 Performs developmental work assignments Performs recurring work assignments Participates in special studies and projects Prepares written correspondence and other documentation GS-9: Evaluates day-to-day operations to ensure safe, efficient and economical use of air operations/carrier services; develops recommendations Conducts air transportation operations studies to include utilization and cost issues Resolves a variety of conventional transportation operations problems, questions, or situations Monitors and evaluates air operations reports; determines inadequate, inefficient, costly or excess availability based on trends and patterns Serves as a member of working groups, attends meetings; prepares briefings, point papers, staff summaries, studies, and staff summaries within established suspense

• GS-9 - Works independently to respond to emergency requirements which could involve procuring transportation, resolving on-the-spot problems, and advising and assisting customers and carriers in emergency travel situations

Qualifications

In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for Air Operations Specialist 2150 Series. GS-05 GENERAL EXPERIENCE: Three years of general experience with one year of that experience equivalent to at least GS-04 grade level that provided a general knowledge and understanding of traffic or transportation programs or operations. OR EDUCATION: Completed a 4-year course of study leading to a bachelor's degree in a major study including accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. GS-07 Specialized Experience: One year of specialized experience equivalent to the GS-05 grade level which includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Specialized experience includes knowledge of the basic principles, concepts, and methodology used in air transportation operations; skill in applying basic principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignment. OR EDUCATION: Completed one full academic year of graduate-level education or I have a bachelor's degree and am claiming Superior Academic Achievement; education must have major field of study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. GS-09 SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to the (GS-07) grade level or pay band in the Federal service or equivalent in the private or public sector which demonstrates experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Specialized experience includes practical knowledge of industry practices and procedures, air operations and the established regulations, requirements, and techniques related to an air transportation operations functional program. This knowledge used to perform independent work involving specified segments of large projects or well defined projects of a lesser scope that require the application of standardized airlift management methods and procedures. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; education must have major field of study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. GS-09 KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

• Practical knowledge of air operations, industry practices and procedures and established regulations, requirements and techniques related to a transportation operation functional program and practical knowledge of the Department of Defense transportation system
• Knowledge is used to perform independent work involving specified segments of large air operations projects or well defined projects of a lesser scope that require the application of standardized air transportation operations methods and procedures
• Practical knowledge of air transportation operations computer systems and databases
• Knowledge of both general and specialized air transportation operations
• Ability to analyze and study air operations priorities, issues, problems, and costs
• Ability to communicate effectively, both oral and in writing

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
