The Administrative Officer will serve in a developmental assignment which is designed to provide the knowledge, skills, abilities, and experience to perform the full range of routine and non-routine assignments with a high level of independence. The supervisor and the Administrative Officer will jointly establish specific goals, objectives and projects. The Administrative Officer will organize work to achieve approved goals.
Duties
Work will be reviewed by the supervisor to evaluate the following: Adherence to designated policies and procedures; ability to deal with new, unusual and ongoing changes; ability to coordinate activities with other programs, and effectiveness in interpersonal relationships. In addition, the supervisor will conduct spot checks to evaluate the Administrative Officer's progress. Upon completion of satisfactory performance at the lower grade level and upon meeting regulatory requirements, the Administrative Officer will be non-competitively promoted to the targeted GS-09 grade.
Promotion to the next higher grade is not guaranteed and depends on: (a) the Administrative Officer's demonstration of the ability to perform the duties of the next higher grade to the satisfaction of the supervisor; and (b) the availability of work at the next higher grade level. Meeting the minimum qualification requirements and time-in-grade requirements for a higher grade in a career ladder is, in and of itself, only an indicator of eligibility, not an absolute guarantee for such a promotion.
Work Schedule: Full-Time, Monday - Friday, 8:30 am - 5:00pm or as determined by supervisor.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/06/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinating and monitoring the functions of administrative services in a healthcare environment; assisting with human resources functions to include recruitment, position classification, performance, training; preparing letters, reports and presentations; prepare, edit, and review all official correspondence for management's signature; manage service chief's calendar..

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond GS-07.
GS-09
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Act as a Contracting Officer Representative (COR)for procurement and complex contracts; retaining procurement records and reconciliations; managing budget activities; assisting with the development and implementation of local policies, maintaining organizational and workflow charts; preparing presentation materials related to financial, space, and equipment programs..

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
