Duties
Division of Public Interest Examinations
The Division of Public Interest Examinations (DPIE) is responsible for supervisory oversight of FHFA's regulated entities including Fannie Mae, Freddie Mac, and the Federal Home Loan Banks in the areas of public interest supervision. Public interest supervision includes compliance, mission achievement, and effectiveness of affordable housing, community development, diversity and inclusion, consumer protection (including unfair or deceptive acts or practices), fair lending, equitable housing, and fair housing programs. The division conducts monitoring, examinations, and other oversight to further FHFA's statutory responsibility to ensure that the regulated entities operate in the public interest.
Major Duties & Responsibilities
Develops acquisition technical and business packages in accordance with FHFA's established procurement rules from initial budget formulation, subsequent revisions, and monitoring throughout the fiscal year.
Communicates with DPIE executives and managers to understand their program and budget needs. Coordinates with narrative budget justification with the supervisor and ensures alignment with the agency's plans and priorities prior to submission.
Attends meetings with agency executives and senior management to provide information on the Division's budget and program issues. Reviews budget and expense reports with DPIE executives and delegated personnel, discusses variances, and brings to their attention planning/budget issues as they arise.
Executes funding for DPIE's annual budget and track planned requirements in DPIE's procurement plan. Advises DPIE management of the status, timing, and funding expenditures throughout the year. Serves in direct liaison capacity to the Office of Budget and Financial Management on all general budget/expense issues. Tracks and reports on DPIE budget/expenditures and reconciles monthly to the agency accounting system.
In collaboration with OHRM, provides guidance and support to the DPIE management in the areas of personnel and position management. Works with DPIE management to understand the personnel skill/knowledge needs of their respective programs. Monitors available headcount and initiates approvals for filling vacancies.
Serves as liaison to OHRM on general personnel, staffing, and position issues and consults on staffing issues.
Enters personnel actions into the Human Resources Information System such as career ladder promotions, internal details, awards, and other routine staffing actions.
Advises DPIE executives and managers on existing and proposed contracts, participates with the DPIE offices to relate the contracts to office priorities and programs.
Serves as a Contracting Officer Representative (COR) or Invoice Approver within DPIE.
Works with the FHFA Contracting Officer and Contracting staff, advises DPIE staff on development of Statements of Work, Requests for Proposals, and Sole Source Justifications, and communicates with FHFA SMEs in OTIM, etc., and with vendors.
Assists DPIE executives, managers and staff with the development of DRS contracts information. Ensures the effective execution and timely renewal of all DPIE contracts. Provides reports to DPIE executives and management for information and decision-making purposes.
Provides support to DPIE executives and managers in the area of staff and other resource planning. This includes assistance and coordination in the intra-agency development and delivery of compliance and other status reports.
Serves as the backup to other staff to coordinate off-wide meetings; and attend DPIE and agency planning meetings, appropriately representing DPIE.
Coordinates and prepares submission by DPIE of all operational plans and reports to effectively reflect the Division's plans and priorities. As needed, coordinates and serves as liaison on other requests for information, and prepares other agency level reports for the Division, in collaboration with SME's.
Serves as a liaison for DPIE with all other offices within FHFA. Collaborates with all DPIE offices to encourage the most effective intra-office use of resources (systems, budgets, head count, etc.). Interacts with the DPIE offices on an ongoing basis and raises suggested efficiencies. Liaison with other mission program offices to achieve greater efficiencies in the Division and agency operations, to ensure that DPIE operations adhere to agency policy and procedures and to ensure the needs of FHFA and DPIE are mutually satisfied.

You may qualify for your desired series and grade level if you meet the following qualification requirements:
MINIMUM QUALIFICATIONS:
Minimum Qualification EL-14: Applicants must have 52 weeks (one-year) of specialized experience equivalent to the next lower grade level as described below.
Experience: I qualify for the EL/GS-14 because I have at least 52 weeks of specialized experience at the EL/GS-13 or equivalent demonstrating work experience with the statements described below. Examples of specialized experience include:
Demonstrated work experiences developing and overseeing resources in all areas of business operations to include, budget management, contract management, human resources management, and administrative support services.
Experience serving as a liaison between operational subject matter experts and office or division leadership to ensure effective communication of program requirements/organizational needs for a division.
Demonstrated work experiences participating with senior level executives and key staff in analyzing management information requirements for planning, policy and decision-making purposes.
Experience conducting continuous assessments of resource utilization in accomplishing program objectives.
Demonstrated work experiences applying communicative techniques to interact with internal and external stakeholders effectively and diplomatically.
Certification: This position requires the incumbent to obtain and maintain COR certification within 18 months of the date of appointment.
