Responsible for the overall effectiveness of the Capital Planning and Investment Control (CPIC) program and for day-to-day management and operations of the Folio application for monthly, quarterly, annual reporting, and data quality analysis. Support the Federal government's modernization of CPIC to improve IT portfolio management and transparency to drive mission value and mitigate risks.
Duties
Responsible for preparing, overseeing, and disseminating IT Capital Planning guidance.
Serves as the functional expert project manager.
Develop plans and objectives for a successful Capital Planning and Investment (CPIC) Program.
Responsible for the operational management of the Folio application on a cloud-based platform.
Perform other duties as assigned.
This is a bargaining unit position with AFGE Local 228.
This is not a (drug) testing designated position (TDP).

Qualifications
BASIC REQUIREMENTS
This position requires that you have IT-related experience demonstrating each of the four competencies as noted below. This experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Your resume must describe each of the four competencies in order to receive credit. Not including this information in your application will make you not qualified.

(4) PROBLEM SOLVING - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

MINIMUM/ADDITIONAL REQUIREMENTS
Specialized Experience: In addition, I have one year of specialized experience, equivalent to the GS-13 grade level in the Federal Service, obtained in either the private or public sector:
1) Communicating the cost, schedule, and performance in handling IT program portfolio and investment management; AND
2) IT portfolio management and database tool experience; AND
3) Participating with and leading teams; AND
4) Collaborating with and advising other managers and staff on polices and processes on information management; AND
5) Preparing briefing materials for internal and external purposes.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled.
