This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as Realty Specialist with assignments primarily focusing on Management and Disposal actions within leasing and acquisition duties as assigned.
Duties
Prepares real estate out-grants (leases, easements, permits and licenses) to grant non-Army users access to federal real property at water resource development projects within the States of Oregon and/or Washington.
Negotiates, drafts and distributes out-grants to customers, including other Federal, state, or municipal governing bodies and private entities for the use of land and facilities.
Coordinates with multi-disciplinary teams to obtain required technical approvals and support documents (environmental/cultural and appraisals) for out-grants or disposals of real property interests.
Examines and analyzes public records, appraisal reports, right of way maps and title evidence to identify matters affecting negotiations.
Furnish technical advice, guidance, and assistance to customers and conducts compliance inspections.
Keeps supervisor and customer well informed of any revisions and status of real estate instruments.
Represents the Portland District Real Estate Division in meetings with Project Delivery Teams (PDTs), customer representatives, and stakeholders to discuss and explain out-grant requirements and policies.

Specialized Experience for the GS-09: One year of specialized experience which includes: implementing real estate principles, concepts, and practices; plans and completes real estate transactions or related administrative work; or applies regulations and real estate law to grant interests (lease, easement, permits, licenses or other agreements) in land or facilities. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major course of study in Real Estate Law, Business, Development or other fields related to the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Specialized Experience for the GS-11: One year of specialized experience which includes: implementing real estate principles, concepts, and practices as well as a good understanding of the real estate market; negotiates the terms and conditions of complex out-grants, disposal, property transfers or similar types of agreements or authorizing documents; and conducts in-depth analysis and evaluation of unique and conflicting issues to determine the applicability of established realty practices and methods. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major course of study in Real Estate Law, Business, Development or other fields related to the position.-OR-Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
