This position is located in the Department of Homeland Security (DHS), Science and Technology (S&T) Directorate.
The primary purpose of this position is to provide a manager for programs for real property (facilities, buildings, structures, land), personal properly (vehicles, ferry, office/laboratory equipment, research products), safety, energy, emergency preparedness, security, and responses to program review reports.
Non-BU: This is a non-bargaining unit position.
Duties
As a Supervisory Management and Program Analyst, GS-0343-15, your typical work assignments may include:
Reviewing current and projected activities and staffing of component S&T organizations to assess requirements for new, renovated and additional real property and personal property, and for changes in emergency preparedness, occupational health, safety, environmental and energy programs.
Reviewing energy usage, space utilization, safety, occupational health and environmental Issues and Incidents to determine program modifications.
Directing and conducting studies and projects to ensure programs for real property, personal property, energy, safety, occupational health, environmental planning, and environmental compliance meet customer requirements and optimize efficiency of S&T Directorate operations
Directing work activities of on-site employees of contractors engaged in activities supporting Personal Property, Real Property, and Safety and Environmental Programs, and performing administrative tasks

Requirements
- You must be a U.S. citizen to apply for this position.

- You must be eligible and maintain standards for a TOP SECRET clearance, and access to Sensitive Compartmented Information and must sign the applicable non-disclosure agreements.

- You will be required to complete an OGE 450, Confidential Financial Disclosure Report, within 30 days of starting your federal employment and annually thereafter as long as you occupy a position that requires financial disclosure reporting.
- New supervisors/managers must successfully complete a 1-year probationary period.
Qualifications
Specialized Experience:
You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government, performing duties such as: 1) Analyzing programs (i.e. real property, personal property, energy, safety, occupational health, environmental health, emergency preparedness, and security) to identify areas for increased efficiency; 2) Ensuring departmental programs (i.e. real property, personal property, energy, safety, occupational health, environmental health, emergency preparedness, and security) operate within the constraints of federal, state, local, and agency laws and policies; 3) Utilizing project management skills to plan and organize program operations (i.e. real property, personal property, energy, safety, occupational health, environmental health, emergency preparedness, and security); 4) Coordinating with internal and external customers to execute program activities to meet customer expectations and requirements.
Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
