Duties

If selected for this position, typical work assignments will include: Maintaining professional contacts with staffs of federal, state, and local legal and law enforcement organizations to best accomplish the goals of the Department of Justice and the district. Disseminating information and resources pertinent to various criminal laws and law enforcement programs designed to effectively enforce them. Providing information directly to state and local law enforcement organizations by active service and participating in task forces, committees, and associations. Informing law enforcement officials of the organization, operation, responsibilities, and strengths of counterpart organizations. Coordinating and facilitating the presentation of large conferences and training programs that address law enforcement/criminal justice needs in the district, which are available to federal, state, and local law enforcement, community members and other government agencies or associations that might benefit from the training. Assessing training needs based on an analysis of functional area responsibility, availability of existing training programs, and level of expertise of district law enforcement officials. Maintaining resource materials, as necessary, for use by law enforcement, other public safety representatives, non-governmental community organizations, and USAO staff. Reviewing literature on law enforcement, public safety, and related issues, and analyzes changes in legislation, case law, court rules, DOJ policies and other issues of direct relevance to USAO programs. Serving as the grant related subject matter expert for the USAO and liaises with the grant making agencies. Providing the USAO guidance related to a variety of grants-related activities, including appropriate methods of engaging agencies who seek to apply for grant funding. Responsibilities will increase and assignments will become more complex as your training and experience progress.

Requirements

  • You must be a U.S. Citizen or National.
  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
  • You must be registered for Selective Service, if applicable.
  • If selected, you may be required to complete a one year probationary period.
  • Time-in-Grade: Federal employees must meet time-in-grade requirements upon the closing date of this announcement.

Qualifications

GS-9: To be eligible at the GS-09 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience. Specialized Experience: One full year of specialized experience equivalent to the GS-07 level in Federal service which could have been gained in the federal, public, and/or private sector. Specialized Experience is defined as assisting in the development and implementation of public safety initiatives or programs; collaborating with representatives of law enforcement organizations; AND providing operational/office support to law enforcement and/or community safety organizations. OR Education: One of the following types of education in a related field (e.g., Criminal Justice): a Master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree; OR LL.B. or J.D., if related. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position. OR Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 1 full year. GS-11: To be eligible at the GS-11 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience. Specialized Experience: One full year of specialized experience equivalent to the GS-09 level in Federal service which could have been gained in the federal, public, and/or private sector. Specialized Experience is defined as playing a significant role in public safety initiatives or programs; collaborating with representatives of law enforcement organizations to support safety objectives, resolve conflicts and/or manage challenges; AND developing and/or disseminating changes in law enforcement policies and procedures. OR Education: One of the following types of education in a related field (e.g., Criminal Justice): a Ph.D. or equivalent doctorate degree; OR 3 full years of progressively higher level graduate education leading to such a degree; OR LL.M., if related. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position. OR Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 2 full years. GS-12: To be eligible at the GS-12 level, you must meet one full year of specialized experience as defined below. Specialized Experience: One full year of specialized experience equivalent to the GS-11 level in Federal service which could have been gained in the federal, public, and/or private sector. Specialized Experience is defined as developing and overseeing public safety programs and/or initiatives (e.g. anti-violence programs, drug reduction initiatives, human trafficking prevention, child exploitation prevention, public affairs/community outreach program) for an organization; communicating, collaborating, and/or promoting partnerships with representatives of a variety of private and/or public safety organizations to support safety objectives, resolve conflicts and/or manage challenges; AND analyzing and/or presenting information orally and/or in writing to train others and/or to aid managers in decision making. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
