THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a DIRECTOR OF STAFF - AIR (TITLE 32), Position Description Number D2414000 and is part of the IL ANGHQ, National Guard.

Duties

As a DIRECTOR OF STAFF - AIR (TITLE 32), GS-0301-14, you will serve as the principal advisor to the Adjutant General and/or Assistant Adjutant General for Air on a broad range of matters concerning the United States Air Force and Air National Guard. Major Duties - This is NOT an all-inclusive list: Develop and institute force development and force management plans and programs which ensure units meet future federal and state readiness requirements. Advise on a wide-range of complex and sensitive issues in matters such as logistics, Command, Control Communications, and Computers (C4), manpower and personnel, strength management, budget planning and oversight, and other support functions related to mission operations ensuring they meet established guidelines, directives and laws. Function as the State executive for formulating near-term goals and long-range strategic plans. Monitor the effectiveness of programs through review or analysis. Develop and recommend policy that is consistent with the guidance of the Adjutant General. Authorize and sign policy, procedures and correspondence on behalf of the Adjutant General or the Deputy/Assistant Adjutant General for Air. Resolve difficult and sensitive mission oriented problems identified through audits, inspections, complaints or investigations. Apply thorough and extensive knowledge of USAF/ANG organizational structures, missions, and objectives in the management of ANG missions/programs. Provide analysis to support the National Defense Strategy and emerging missions for the State ANG. Serve as the principal full-time representative and spokesperson of the Air National Guard (ANG) senior leadership on the Adjutant General's Joint Army/Air National Guard state headquarters staff. Serve as the ANG coordinator for the State Partnership Program and maintain liaison with military officials and representatives of the respective partnership nations. Initiate contact and maintain liaison with public officials, civic groups, other reserve component activities, unit advisors and staff representatives.

AREA OF CONSIDERATION: The only area of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be Excepted permanent and indefinite temporary technicians within the ILNG. Military Grades: Officer Only: Minimum Rank of O5 (promotable-must have COE). Maximum Rank of O6. GENERAL EXPERIENCE: MUST possess experience, education, or training which provided a general knowledge of principles of organization, management, and administration; compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information; progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled; experience using computer and automation systems. One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position. SPECIALIZED EXPERIENCE: GS-14 Level- MUST possess specialized experience which includes 1-year of specialized experience equivalent to at least the next lower grade level; experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions; experience developing and recommending policy, organizing and carrying out specific programs, evaluating and recommending changes in methods of operations; experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures; experience preparing written communications and oral presentations. SUPERVISORY SPECIALIZED EXPERIENCE: MUST possess specialized experience managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
