THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a MOBILIZATION READINESS OFFICER (TITLE 32), Position Description Number D2221000 and is part of the IL DCSOPS, National Guard.
Duties
As a MOBILIZATION READINESS OFFICER (TITLE 32), GS-0301-12, you will serve as the primary staff officer for the formulation and execution of plans and procedures for unit readiness, mobilization, force structure and force modernization.
Major Duties - This is NOT an all-inclusive list:
Accomplish assignments from conception to completion to include detailed program analysis, improvements, and implementation.
Oversee the development of standard operating procedures, circulars, pamphlets, letters of instruction, and memorandums of understanding. Interprets federal and state laws, policies, directives, issuances, and manuals.
Analyze, research, and supplement current doctrine and policies.
Oversee the planning, budget, management, and execution of the mobilization exercise program, Soldier readiness processing (SRP), and pre and post mobilization training schedules.
Analyze, interpret, disseminate, and confirm secure and non-secure mobilization planning and execution information.
Accountable for the development of detailed mobilization and deployment plans, instructions, and resourcing requirements for a particular federal or state mission.
React to fluid and changing mobilization requirements within a compressed timeline.
Provide a variety of administrative, logistical and training data to mobilization stations governing personnel, equipment, vehicles, supplies, and medical and dental.
Advise and provide counsel to employees regarding policies, procedures, and directives of management.
Serve as the primary staff officer for the formulation of plans and policies and the programming and budgeting data pertaining to unit readiness, mobilization, deployment, and force integration programs.
Formulate mobilization plans and procedures, unit notification and implementation.
Initiate, plan, coordinate, and facilitate Readiness Councils (TAG level) and Readiness Improvement Committees (action officer level) at primary and secondary levels within the state Joint Staff in order to analyze and identify problems for implementing short and long term solutions to readiness issues.
Establish and integrate the procedures and methods used by the state for pre-mobilization, pre-mobilization assessment teams, mobilization liaison teams, multi-service mobilizations, unit and individual deployments.
Plan, coordinate and carry out unit demobilization, reconstitution of units, individual Soldiers' return from active duty and the reintegration of equipment from port to the demobilization station to home station.
Review and analyze changing policies and regulations, interprets mobilization/deployment requirements of complex, multiple on-going world-wide contingencies, operations, and various mobilization station procedures.
Identify and task state mobilization liaison team for interface with installation and Medical Command counterparts.
Supervise personnel assigned to the Mobilization Readiness Branch.
Assign work based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs.
Qualifications
AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence:
The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
The SECOND area of consideration will be all current Federal Employees.
Military Grades: Officer Only; minimum rank of CPT, may not exceed rank of MAJ.
GENERAL EXPERIENCE: MUST possess experience, education, or training which provided a general knowledge of principles of organization, management, and administration; experience using computer and automation systems.
SPECIALIZED EXPERIENCE: GS-12 LevelMUST possess at least 36 months experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions; experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations; experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures; experience preparing written communications and oral presentations.
SPECIALIZED SUPERVISORY EXPERIENCE: MUST possess specialized supervisory experience which includes experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel.
In order to be considered qualified, you must have one year of specialized experience equivalent to the next lower grade level in Federal service.
