The VA Maryland Health Care System (VAMHCS) is an integrated facility with primary sites at Baltimore, Perry Point, and Loch Raven; in addition, there are five community based outpatient clinics. The system supports over 600 general Medicine & Surgery, General Psychiatry, Substance Abuse Treatment, and Long-Term Care beds.
Duties
Duties include, but may not be limited to the following:
Collects program reports, statistical data, and program performance monitors/measures from MHCC programs and departments and trends, analyzes, interprets, and presents information with recommendations to the Mental Health Executive leadership team. Program information and data processed will support the entirety of the MHCC.
The incumbent will be the primary point-of-contact in the MH Executive Team for Extraviews, Congressional inquiries, & White House Hotline communications. This is to include requests from the VAMHCS, VISN, and other congressional groups & leaders. This will require incumbent to be in receipt of all communications for these inquires, to track completions & deadlines as established by the Director, MHCC, and to ensure responses are sent to the correct party. Will proactively follow-up with assigned parties to ensure deadlines will be met, and will ensure the Director, MHCC, is aware of any items that are, or may not be, completed on time.
The incumbent serves as the MHCC Patient Experience Champion, being the primary point of contact for all large-scale patient satisfaction data. The incumbent will analyze and summarize said data, identifying trends, outliers, and areas of concern and/or improvement. Incumbent will format and report on these data to the Mental Health Quality Committee (MHQC) on an at least quarterly basis during MHQC regularly scheduled meetings, and at ad-hoc MHQC meetings as warranted. When indicated, will relay these data to the MH Executive Leadership Team.
As a primary administrative support for the MHCC, the incumbent also serves as the primary point of contact for the MHCC regarding the Insurance Capture Buffer (ICB) initiative. This requires working knowledge of ICB software, hardware, and databases. Upon receipt of daily ICB "missed" emails, will ensure appropriate staff take appropriate follow-up action to ensure that the MHCC is meeting the benchmark for successful ICB completion. Will provide education on an as-needed basis to individuals responsible for ICB completion and will orient all new employees in the practice of ICB completion.
Updating and completion of Policies & SOPs.
Responsible for the ongoing review (at least twice annually) of clinic grids and clinic profiles, communications about how these impact utilization, and recommendations for improvement
Incumbent will support all scheduling efforts and needs within the MHCC. This includes ensuring that consults are being received and acted on in a timely manner across all clinical services; that Return To Clinic (RTC) orders are being entered and processed efficiently; and that all Veteran scheduling/rescheduling efforts are taking place in line with VA Directives 1230/1231/1232. This oversight will include ensuring that clinic grids are being appropriately utilized by MSAs, so that utilization & bookability will be accurately reflected.

The MHCC Program Specialist supports the clinical management team functions within the MHCC. The work supervised impacts staff and Veterans located at all VAMHCS locations including Baltimore Medical Center, Perry Point Medical Center, Loch Raven Medical Center, and the Community Based Outpatient Clinics.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Updating and completion of policies and SOP's.
Review clinic grids, clinic profiles and make recommendations for improvement.
Support scheduling efforts and needs within the Mental Health clinical Center (MHCC)
Primary point of contact for patient satisfaction data.
Demonstrated appropriate courtesy communications with internal and external customers.

Ph.D. or equivalent doctoral degree or, 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.

Physical Requirements: The work is primarily sedentary. It occasionally requires carrying objects such as files, books, and papers. The incumbent should also be able to walk to patient care units and other executive offices to pick up information, coordinate meetings, etc. This may occur on a daily basis. Movement between offices is required, and the incumbent may be required to travel between VAMHCS sites.
Work Environment: The work is primarily performed in an office setting walking to units throughout the medical center is also required.
