NIH is seeking a Program Specialist responsible for program analysis, evaluation, and planning and day-to-day program functional and project support of major administrative or scientific activities of the organization. You will serve as principal advisor to an important agency organization on all administrative management matters associated with programs and operations. Duties
Develops and advises on administrative requirements for a complex organization and actively participates in developing and implementing administrative management policies.
Analyzes organizational priorities and provides a wide range of liaison services to support administrative aspects for a significant agency component.
Analyzes impact of new programs in terms of costs and resources required to support varied levels of program operations.
Identifies problem areas, analyzes situations, recommends viable solutions and prepares reports as required.
Provides advice and recommendations, both orally and in writing, on administrative matters and advises on the administrative feasibility of operating plans, suggestions, and proposals.
Consults with management to prepare detailed plans, goals, objectives, requirements, and criteria for complex or high-value management processes and systems, such as developing staffing standards for new or substantially altered program functions.
Plans and carries out a wide variety of tasks to participate in the planning and execution of major liaison activities in support of an organizational program and develops and implements plans designed to enhance relationships with targeted stakeholders.
Requirements

Qualifications
In order to qualify for a Program Specialist, GS-0301 position at the GS-13 level, you must have 1 year of specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: developing long-range plans for administrative programs in areas such as grant review, program support management, financial management, procurement, quality assurance, management analysis or administrative program management; developing and implementing administrative policies for an organization; identifying and implementing efficiency improvements by analyzing, streamlining, and automating manual administrative processes; and serving as an organizational representative at meetings to provide coordination and consistency for policy and program recommendations and guidance.
