You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Energetics Manufacturing Department (M), Navy Weapons Division (M5), Life Cycle Support Branch (M51)of NAVSURFWARCEN IH DIV located in McAlester, Oklahoma. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-03 pay band encompasses positions equivalent to the GS-09 and GS-10 grade levels

Duties

You will assist with managing Packaging, Handling, Storage and Transportation (PHS and T) of Ammo and Explosives (A and E). You will assist with managing the Qualification/Certification (QUAL CERT) Program. You will work with the PHS and T and QUAL CERT Manager to execute PHS and T of A and E. You will support the Manufacturing Department Quality program, participate in conducting and/or supporting audits, monthly compliance reports and investigations. You will support coordination with NSWC IHD Safety Office (Explosive Safety Officer) on explosive safety inspections and explosive safety incidents. You will be required to report to the duty location advertised in the announcement on a regular and reoccurring basis. Occasional telework options may be available.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals).
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • You may be required to travel to various plant production, magazine storage areas and other facilities on-site and off-site.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower band, NT-02 (GS-05 through GS-08 equivalent grade level) or pay bandin the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: participating in the safe packaging, handling, storage, or transportation of ammunition & explosives (A&E), to include participation in explosives qualification or certification program. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a master's or equivalent graduate degree

OR

Successful completion of two full years of progressively higher level graduate education leading to a master's degree

OR

A combination of experience and graduate education as described above that equates to one year of experience
