This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the professional work level within the CES Occupational Structure. It is located in the DISA Joint Interoperability Test Command (JITC).

Duties

Designs, plans, coordinates, and executes the test and evaluations for communications, radio/waveform, or Command and Control (C2) systems. Review program architectures products, such as Department of Defense Architecture Framework (DoDAF), and requirement documents to identify test metrics and develop an analysis framework in support of system evaluations. Develop and manage Test and Evaluation project budgets, schedules, and resources. Performs contracting officer representative (COR), manages Test and Evaluation contracts, contract funding, and COR certifications. Coordinate and collaborate with both internal and external stakeholders on test resources, requirements, and results.

  • This is a covered position, and the person selected for this position must complete an OGE Form 450, Confidential Financial Disclosure Report within 30 days of appointment pursuant to 5 CFR 2634.903(b) (DoD 5500.7).
  • This position is covered under DoD Manual 8140 which will be subject to future Cyber Workforce requirements as defined by the Manual.
  • Individuals tentatively selected for drug testing designated positions at the Defense Information Systems Agency will be required to submit to urinalysis for illegal drugs prior to appointment or placement.

Qualifications

In order to qualify for this position, you must meet the requirements described below. Basic Requirements: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Qualifying Experience: GG-12 For the GG-12 position, you must have at least one year of qualifying experience equivalent in level of difficulty and responsibility to the GG-11 grade level in the Federal Service. GG-12 DUTIES include continued development in the field of IT SYANALYSIS/INFOSEC, leading to full responsibilities assigned to the GG-13 position. Assignments or projects will employ progressively more independent means that require the application of IT principles, concepts, and techniques. Work will be reviewed for adequacy and soundness. To qualify at the GG-12 level, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Demonstrating experience in providing support and execution of IT systems testing and evaluation (T&E). GG-13 For the GG-13 position, you must have at least one year of qualifying experience equivalent in level of difficulty and responsibility to the GG-12 grade level in the Federal Service. At full performance GG 13, qualifying experience is defined as technical experience performing test and evaluation (T&E) activities, including writing and reviewing test planning documents. Additional skills reflected in your resume should include cybersecurity concepts, principles, practices, policies and project management. To qualify at the GG-13 level, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Developing technical approaches and test strategies to determine performance, function, operation, and interoperability requirements necessary to support both traditional and agile development processes. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.

Education

To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education .
