Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Gulf of Mexico (GOM) OCS Region (GOMR), District Field Operations, New Orleans District, Wells Operations Support Section, Jefferson, LA.
At the full performance level (GS-12) the major duties of this position include, but are not limited to the following:
1. Serves as one of the Regional wells inspection auditors by a) visiting the District offices in the GOMR and reviewing inspection processes being implemented and assuring consistent protocols are in place, conducting offshore witnessing of inspectors performing inspections to ensure consistent inspection protocols are followed, and reporting the results of the District audits to the Regional Supervisor for District Field Operations.
2. Serves as one of the regional wells inspection coordinators by monitoring the inspection
program through a review of the TIMS inspection database and meetings with district personnel;
evaluating the inspection program; and preparing and reviewing a statistical analysis of the
inspection program for the purpose of identifying those aspects of the program which are in need
of improvement in the areas of efficiency and effectiveness, providing recommendations to the
Regional Supervisor regarding improvement in those areas, reviewing district inspection results for
the purpose of determining consistency between district inspection procedures and regional
inspection policy, reviewing the violations upon which civil penalty cases are based for the
purpose of determining consistency among the districts with respect to the types of violations that
are forwarded for civil penalty reviews, and providing guidance to district chief inspectors and
supervisors regarding such procedural and policy consistency and overall effectiveness and
economy.
3. Monitors the Federal Register for proposed and final rules that are applicable to and represent a
possible impact to the Office of District Field Operations' responsibilities and procedures relating to
the wells operations inspection program. Coordinate District Field Operations response to
proposed rules and initiates and coordinates those policy and procedural changes necessary for
compliance with final rules.
4. Serves as a member of the Gulf of Mexico Potential Incident of Non-Compliance (PINC) Team.
This position is responsible for representing the GOM on all committees, task forces, etc., which
review District Field Operations inspection requirements, operations, and procedures.
5. Monitors operator/contractor performance through TIMS inspection database.
The Bureau of Safety and Environmental Enforcement (BSEE) has determined that the duties of this positionare suitable for telework and the selectee may be allowed to telework with supervisor approval.
This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 3457, is the exclusive representative of all employees in this bargaining unit.
Salary Information
GS-12 Step 1 $100,495 - Step 10 $130,640 per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
Security Clearance Required: You will be required to obtain and maintain a Public Trust Background Investigation if you are selected and hired for this position.

Qualifications
Minimum Qualification Requirements:
To qualify for this position, you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Performing inspections of oil and gas facilities to ensure safety of operations and identifying deficiencies or violations of environmental and safety laws and regulations.
2. Review inspection procedures and policy related to offshore oil, gas and sulphur exploration, and development operations to ensure consistency in protocols.
3. Writing reports of operations findings, and Letters of Deficiency.
