Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Gulf of Mexico Outer-Continental Shelf (OCS) Region (GOMR), Office of Safety Management (OSM), located in Jefferson, LA.
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1. Represents the Bureau at industry workshops or meetings related to Safety and Environmental Management System (SEMS).
2. Reviews and analyzes data and information gathered for all incident investigations and inspection compliance, recommending issuance of and drafting Safety Alerts, Notices to Lessees, and revisions to Federal Regulations when appropriate.
3. Monitors the real time performance of Operators which applies appropriate weighting and consideration to Incidents of Noncompliance (INCs) and Incidents for use in determining performance over time.
4. Participates in conferences with various Federal and State regulatory agencies and industry representatives regarding safety management systems, increased oversight, and statistical analyses of compliance data and incidents.
5. Plans and participates in the Annual Performance Reviews of select operators that fall below defined performance benchmarks.
6. Participates in and conducts audits of operator's well control and production safety systems training program and SEMS.
BSEE has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 3457, is the exclusive representative of all employees in this bargaining unit.
Work is performed primarily in an office setting. There is some travel by government vehicles, airplanes, and chartered helicopters to offshore locations. Incumbent is occasionally exposed to offshore drilling rig and platform environments.
Salary Information
GS-13: $119,502 - $155,357 per annum
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
This vacancy is also announced as BSEE-EENN-24-CM-268(DEU) for those applicants who wish to apply and be considered under Competitive Examining procedures.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series/grade to which you are applying.
GS-13
Specialized Experience:
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Performing audits of Operator's Safety and Environmental Management System (SEMS) program as it relates to oil, gas, and Sulphur exploration, development and production operations on outer continental shelf (OCS) leases in the Gulf of Mexico (GOM);
2) Independently conducting and/or overseeing performance reviews of OCS operators and/or analysis associated with Incidents of Non-compliance (INCs) and/or other incidents;
3) Reviewing, evaluating, and recommending approval or issuance of noncompliance of Subpart O training plans;
4) Drafting safety alerts, technical papers, Notice to Lessees and/or regulations related to OCS safety management;
5) Reviewing, monitoring, and evaluating the facilities and operators that require special on-site inspections or attention based on their history of serious injuries or fatalities, pollution events, and inspection findings, such as those on the Increased Oversight List.
