Duties

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, National Offshore Training Center, Inspector Certification Section in Jefferson, LA. At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: Serves as a drilling and/or production inspection trainer by: a) demonstrating inspection processes to students in a controlled training environment; b) participating in the qualification and certification of inspectors; c) providing recommendations to the organization regarding improvement in the inspector training process; d) participating in the development of inspector curriculum, job aids, and workshops; e) reviewing and implementing the procedural and policy guidance developed through the Field Operations, Supervisory Inspectors, and District Managers meetings and policy directed by law. Develops and maintains inspection procedures for training production/drilling operations. Coordinates with supervisory inspectors and operations analyst to incorporate congressional laws, Federal regulations, policies, and guidelines. Conducts and/or oversees the presentation of training for the technical development of BSEE Inspectors and Engineers in the policy and procedures of offshore regulatory requirements and processes. Monitors the Federal Register for proposed and final rules that apply to the responsibilities / procedures of the BSEE inspection program and present a possible impact to the National Offshore Training Program (NOTP). Works with the Field Operations team in response to proposed rules that will affect inspection and training procedures covered in all NOTC curriculum. Serves on the Gulf of Mexico (GOM) Potential Incident of Non-Compliance (PINC) Team. This team is responsible for representing the GOM on all committees, task forces, etc., which review Field Operations inspection requirements, operations, and procedures to ensure they are up to date and in line with the applicable regulations, recommended practices and standards. Serves as the designated representative on all committees, task forces, etc., responsible for developing and reviewing Field Operation inspection requirements and procedures as they pertain to production and drilling operations. The Bureau of Safety and Environmental Enforcement has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 3457, is the exclusive representative of all employees in this bargaining unit. Salary Information GS-13: $119,502 (Step 1) - $155,357 (Step 10) per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. Physical Requirements: Performs regular inspections which require extended periods of crawling or stooping in restricted areas or climbing tall ladders to gain access to large equipment and facilities. With the work requiring extended flights over water in helicopter and access/egress to and from facilities to marine vessels, the employee must successfully complete helicopter underwater egress and swing rope training. As defined by the BSEE medical standards program, you will be required to pass a pre-employment medical examination as a condition of employment. Work Environment: The work environment contains elements of exposure to potentially dangerous situations. The employee may work at great heights on large pieces of equipment and may be exposed to extreme weather conditions. The employee wears personal protective clothing/equipment such as a hardhat, safety glasses, steel toe shoes, hearing protection, and/or selected uniforms for the environment, and takes various other safety precautions. There is some travel by government vehicle, helicopter, boat, and commercial airlines. During visits to the field, inspections are conducted in close proximity to operating machinery and heavy equipment associated with oil and gas operations. The necessary travel to and from offshore locations is accomplished by chartered helicopter and company-furnished boat. This vacancy may be used to fill additional positions as vacancies become available.

Qualifications

Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series to which you are applying. Specialized Experience To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) conducting inspections of both simple and complex production facilities and their associated safety systems. 2) analyzing inspection data and compiling reports. 3) in the use of E-Inspections, TIMS Web, NCIS, Microsoft Excel, Power Point, and Microsoft Word. Must meet all.
