The primary purpose of this position is to serves a budget analyst in the C41 Resources Office, Chief Information Support Directorate, Center for Networks and communications, United States Special Operations command (USSOCOM), performing a variety of budget functions involving the formulation, execution, and/or analysis of budgets for substantive programs and support activities.

Duties

1. Responsible for formulating and justifying the C41 segment of the U.S. Special Operations Command (USSOCOM) budget. 2. Responsible for executing the C41 segment of the USSOCOM budget. 3. Provides financial advisory services for the C41 segment of the USSOCOM budget. 4. Responsible for total budget operations in support of the overall operations, programs, and projects of the organization. 5. Provides advice, assistance, and guidance on budgeting and related information.

  • May be required to travel on military or commercial aircraft to attend conferences and meetings
  • This position has been designated by the Air Force as a Testing Designated Position under the AF Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing
  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes detailed knowledge of and skill in applying Title 10, Congressional, Office of Secretary of Defense (OSD), Office of Management and Budget (OMB), and USSOCOM budget formulation and budget execution policies, precedents, goals, objectives, procedures, regulations, laws, and guidelines, sufficient to analyze and evaluate continual changes in program plans and funding and their effect on budget programs milestones. Knowledge of sources of information about programs and finances of FMD area of budget, such as that found in accounting and data processing reports, payroll records, work reports, or inventory and sales data. Analytical skill is required to interpret the source information and apply it to the budget. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of budgeting for the following specific funds, Operations and Maintenance, Investments, etc.; AND Knowledge of single-year appropriations and their characteristics, uses, applications and structure (e.g., O&M, military/civilian personnel, Base Operating Supply System) 2. Knowledge of the DOD Planning, Programming and Budgeting Systems (PPBS), its process, products, terminology, and guidance documents (e.g., Program Objective Memorandum (POM), Future Year Defense Plan (FYDP), Defense Guidance, Joint Strategic Planning Systems) 3. Ability to formulate and justify assigned budget; Ability to execute assigned budget; AND Ability to conduct studies, analyze data, develop alternatives, and make recommendations to resolve budget problems 4. Ability to communicate orally and communicate in writing 5. Ability to negotiate; AND Ability to advise others 6. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively complete assignments; AND Knowledge of and ability to apply procedures, requirements, regulations, and policies related to specialized expertise in the work of the unit (such as budget, accounting, planning, etc), including the ability to maintain credibility with others on technical matters. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
