This position is located in the Office of Patient Care Services (PCS), Department of Veterans Affairs, Washington DC. The position reports to the Assistant Under Secretary for Health for Patient Care Services, serving as the Executive Assistant to the AUSH. The position provides advice and consultation to the AUSH for PCS on a variety of issues and programs and assists with day-to-day operations of PCS. This vacancy may be filled in Washington, DC or a location to be determined.

Duties

Major duties include but not limited to: Ensures good communication and coordination with the Assistant Under Secretary for Health for Patient Care Services/Chief Nursing Officer, other Patient Care Services programs, as well as other VA offices. As an extension of the AUSH, coordinates daily with PCS Deputy AUSHs and Senior Advisors to prepare AUSH presentations, talking points, correspondence, etc. and address PCS hot issues impacting VHA. The AUSH uses these work products to brief PCS, VHA and senior leaders on relevant issues. In addition, external agencies are also briefed using the referenced information. Engages with VHA senior level EAs and Administrators to ensure the AUSH is aware of issues impacting program offices and in compliance with administrative requirements affecting PCS. Conducts executive review of correspondence and taskers, identifies appropriate subject matter experts within the program, and makes assignments for follow-up and tracking as assigned. Drafts executive decision memos, briefing materials, white papers, and presentations to aid in discussions or official presentations both internal and external to PCS as assigned. Effectively communicates PCS and VHA vision and mission to stakeholders internal and external to VA as assigned. Represents PCS on committees and projects of a cross-cutting nature with other program offices as assigned by the AUSH of PCS/Chief Nursing Officer. Coordinates with both internal and external agency nursing leaders to prepare AUSH for meetings, speaking engagements, etc. Supports AUSH as the Chief Nursing Officer and Executive Champion in EHRM Modernization ensuring oversight of activities and timeliness for which AUSH is responsible. Represents the AUSH in applicable committees, meetings and manages assignments, where needed. The EA provides high level support for actions requiring AUSH intervention and action, and directs any actions required on behalf of the AUSH within PCS. Provides oversight for the total quality management of information delivered, including information produced via the standard reporting programs as well as specific ad-hoc reports and analyses. Uses a variety of national databases and sources to prepare AUSH management reports, inquiries, Congressional responses, presentations, etc. Sources of data include PowerBI, VSSC, VSignals, and other applicable data sources. Uses available data sources to track and trend data within PCS Program Offices to ensure AUSH is aware of any areas of concern within programs. May lead or participate in workgroups where areas of needed performance improvement are identified. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/30/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements (IOR): The 0671 Occupational series has an IOR that must be met: Undergraduate and Graduate Education: Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Expert knowledge of VA corporate databases, including those related to performance, financial management, enrollment, planning, DSS and workload. Exceptional skill in oral and written communications and ability to present to diverse audiences at all levels of VA, as well as oversight organizations and external stakeholders. Mastery of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. Knowledge and skill in adapting analytical techniques and evaluation criteria to analyze and resolve complex problems. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
