You will serve as a PROGRAM MANAGER in the In-Service Attack Submarine Program Office (PMS 392) of PEO SSN.
This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.
Duties
You will work with submarine stakeholders and Fleet representatives to manage configuration, maintenance and modernization of in-service attack submarines.
You will be responsible to the Program Manager and Deputy Program Manager.
You will lead teams on complex programs.
You will as supervisor establish, evaluate, and rate employee performance in accordance with acquisition demonstration (ACQDEMO) requirements.
You will demonstrate knowledge in program/project management and be accountable to the Supervisory Program Manager for assigned cost, schedule, performance reporting and contract activities, logistics, budget and personnel management.
You will apply management and business principles to analyze situations, identify problems, probe causes and select courses of action for subordinate managers to pursue.
You will utilize quantitative and qualitative methods to assess program effectiveness and conduct budget, financial, and resource analyses to inform decision-making.
You will play a key role in financial oversight, analyzing and recommending strategies to optimize budget allocations.
You will attend high-level meetings as a senior representative of acquisition programs, delivering substantive oral and written presentations to both internal and external stakeholders.
You will support management of the life cycle maintenance and modernization of attack submarines.
You will oversee depot availability scheduling, estimating costs and schedule durations, and directing and evaluating complex studies or procedures to measure program results and effectiveness.
You will attend high-level meetings as a senior representative of acquisition programs, delivering substantive oral and written presentations to both internal and external stakeholders.
You will be instrumental in developing and implementing program requirements in line with legislation, while continuously evaluating the effectiveness of these programs throughout their lifecycle.
You will lead acquisition planning efforts, develop strategies, and manage contract development.
You will oversee evaluations and studies, assign tasks to team members, and present findings to major command levels, addressing trends, metrics, and significant organizational issues.
You will guide resource distribution and priority settings while directing complex studies to enhance program results and recommend improvements based on your findings.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing the development or integration of acquisition strategies for a ship, submarine or weapon system acquisition program.
