This position is located in the Farm Service Agency, Office of Management & Strategy.
The primary purpose of the work is to serve as an expert on future and current human resource operations and planning to analyze and evaluate major management and program aspects of substantive mission oriented programs for agency.
Duties
Researches and identifies new program concepts and techniques.
Represents the Division at high level internal and external meetings and organizations dealing with interrelated divisional programs, analysis and structuring.
Researches and investigates new or improved management practices for application and human resource operations.
Initiates and formulates the execution of policy and procedures and directives for implementation and interprets regulations to ensure statutory compliance related to human resource programs.
Uses expert skills to provide recommendations for, strategic human resource planning.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement 11/06/2024 including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-13 grade level for consideration for the GS-14 grade level). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package
Specialized Experience for the GS-14 level: At least one full-time year of specialized work experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service. Specialized experience is defined as experience that demonstrates expertise in the following:
Providing oversight regarding human resource policy development and implementation of human resource initiatives
Developing and reviewing human resource policy development and/or implementation of human resource program initiatives.
Reviewing, analyzing data, identify agency trends and discussing with higher level management officials on topics related to human resource policy and guidance and the results of implementation of human resource policies.
Developing, monitoring and reporting for Agency training and development.
