The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Mission Integration Office, and providing executive leadership, management support, and technical advice to the 502 ABW Commander, vice commander and wing senior leadership.
Duties
Plans, organizes, and directs the activities of 502 Air Base Wing, ensuring that Mission Integration Office complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and Mission Integration objectives ensuring the support of installation initiatives and that programs comply with legal and regulatory requirements to meets customer requirements.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements.
Represents Mission Integration Office and the 502 Air Base Wing with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with managers and commanders, civic leaders, etc to build alliances; collaborate across boundaries to build strategic relationships and achieve common goals.
Develops innovative solutions to identify process and work limitations, requires strategic thinking and technical credibility. Positions the organization for future success by identifying new opportunities; builds the organization by developing or improving products or services.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert skill in applying analytical and evaluative techniques in conducting research and gathering data to be able to assess the effectiveness of ongoing or future programs; draw conclusions, devise-solutions to problems, and identify changes and trends. Highly skilled in planning organizing, and leading study/implementation groups composed of members who have diverse organizational goals and functional responsibilities.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of DoD, Joint Service, and agency management engineering principles, concepts, and methodologies including that of the manpower determinant development and requirements process, and financial management directives, concepts, procedures, guidance, and policy.
2. Expert knowledge of Wing Staff office and multi-service policies and processes, governance, and roles and responsibilities that provide data to command and control for the 502d Air Base Wing and Joint Base San Antonio. Ability to mentor, motivate, and apprise a staff of subordinate workers; and to move members of diverse groups towards ownership of their study objective without imposing personal bias. Knowledge of safety and security
regulations, practices, and procedures.
3. Extensive knowledge in strategic planning, program and planning, and program guidance directives. Ability to develop strategic plans and programs execution milestones and timelines. Plan, organize, and direct the functions and staff of an organization; and to analyze, plan, and adjust work operations to meet program requirements and objectives within available resources.
4. Extensive knowledge of analysis principles advanced concepts, principles, practices, methods, and techniques to provide expert judgment concerning programs/operations; resolve complex, unique problems, conditions, or issues; or significantly alter standard practices, processes and known techniques.
5. Highly skilled in the application of AF and Congressional executive directives and laws in developing plans, programs, and agreements. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing; as well as using tact and diplomacy during difficult circumstances to advise/inform on complicated, sensitive and occasionally.
6. Skilled in applying analytical and evaluative techniques in conducting research and gathering data to be able to assess the effectiveness of ongoing or future programs; draw conclusions, devise-solutions to problems, and identify changes and trends. Highly skilled in planning organizing, and leading study/implementation groups composed of members who have diverse organizational goals and functional responsibilities.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
