Serves as a Senior Budget Analyst in the Store Execution Branch (RBS) of the Defense Commissary Agency (DeCA) Headquarters location. The primary purpose of this position is to serve as an advisor to the Chief Store Execution Budget in all matters pertaining to resources, budget programs, accounting and associated program analysis.
Duties
Formulates budget estimates for multi-year commissary programs and goods, services, equipment, and facilities required to administer them worldwide.
Reviews, analyzes, edits, and consolidates budget submissions from area offices and commissaries located throughout the world.
Formulates budgets and budget guidance for multi-year working capital funds, revolving and trust funds administered by the agency.
Develops strategies and documentation for the defense and presentation of agency budget programs to governing personnel within the federal government.
Analyzes the execution of approved programs and directs funding adjustments to correct program deficiencies.

Qualifications
You must meet the Office of Personnel Management (OPM) qualifications for series 0560 and additional requirements by the announcement closing date. Your resume (and/or transcript if necessary) must clearly show that you have the qualifications described below. You can use experience, education, superior academic achievement, or a combination of experience and education to qualify.
Experience: One (1) year of specialized experience at the GS-11 grade level (or equivalent) by the closing date of this announcement. Experience can be under other Federal service pay systems, private sector, or military. Examples of qualifying experience include:
Analyzes, evaluates, plans, develops, and execute budgetary programs.
Knowledge of the policies, regulations, objectives, goals, precedents, and guidelines of a budget formulation.
Develops near and long term resource requirements and associated resource plans for various elements.
You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Additional Requirements that must be met by the closing date:
Physical requirements: The work is sedentary; it involves carrying light books and papers to and from conferences in different Government buildings and offices.
Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA. For GS-12: You must have 52 weeks of Federal service at or equivalent to GS-11.
Time after competitive appointment.
