Duties
Analyze, appraise, and develop recommendations by leveraging Enterprise Resources Planning (ERP) system data, inputs from Agency component plans, data from personnel systems, and mathematical models/calculations.
Analyze and develop execution year fiscal data as required, including but not limited to trend analyses, Full Time Equivalent (FTE) execution, labor and non-labor execution, and financial forecasting to support future President's Budget submissions.
Develop recommendations to present at monthly resource forums with Senior Leaders and resource management staff to optimize the allocation of resources across all organizations and within the limitations of appropriated budgets.
Apply understanding of all aspects of fiscal law and the DoD Planning, Programming, Budgeting and Execution (PPBE) in application to agency requirements.
Support the execution of resourcing initiatives and propose revision of plans when changes in budget and/or manpower limitations occur.
Serve as the principal advisor to Agency leadership and resource analysts on resource execution issues.

Qualifications
To qualify for a Lead Budget Analyst, your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-04 level, specialized experience must be at the NH-03 or GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Analyzing and evaluating the effects of continuing changes in financial program plans in order to utilize resources and accomplish mission.
Analyzing budgetary relationships in order to develop recommendations to reprogram funds while staying within budgetary constraints.
Demonstrating a thorough knowledge of all resource requests and requirements and their impact on the budget.
Performing analysis of execution trends to justify and defend resource requests and allocations to the Senior Leaders.
Validating non-labor requirements, prioritizing unfunded requirements, and recommending allocations to maximize labor execution.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
