NHTSA awards formula grants to states to implement data-driven programs to reduce roadway fatalities. The position provides leadership and technical support for the conceptualization, requirements gathering, development, implementation, and operations of all information technology systems owned by NHTSA’s Regional Operations and Program Delivery Office; for example, the incumbent will support and assist in the agile development of a comprehensive grants management system.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
Experience designing grants management and/or other financial management IT systems.
Experience supporting the modernization and centralization of workstreams presently connecting legacy systems.
Experience working with technical and non-technical stakeholders ensuring grants management systems operate continuously and smoothly.
Experience prioritizing, developing, testing, approving, and communicating software changes and improvements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge in serving as an information technology systems business owner and outlining the vision and direction for product offerings over time.
Ability skills in information technology policies and system development practices, including agile techniques and methodologies.
Ability skills with conceptualization, requirements gathering, developing, implementing, and operations for an comprehensive electronic grants management system.
Skills in inspecting product development and user acceptance testing.
Knowledge presenting information to stakeholders and communicating complex technical information in writing to a non-technical audience.
