About the Position: Serves as a staff specialist charged with full technical responsibility for one or more command-wide civilian personnel management program/project assignments. This position is located in Redstone Arsenal, Alabama.
Duties
Provide authoritative staff advice and technical guidance in assigned program areas as well as provide expert advice on Office of Personnel Management, Department of Defense and Department of Army directives and guidelines.
Serve as a staff specialist with full technical responsibility for one or more command-wide civilian personnel management program assignments, such as administration of recruitment and staffing programs, strategies, and human resources authorities.
Monitor and review assigned command-wide programs/areas and develop appropriate policies, procedures, guidance, and regulations.
Provide expert advice on OPM, DoD, and DA directives and guidelines on a full range of matters pertinent to assigned functions.
Translate findings into specific corrective action, including new or revised program requirements or guidance, training, or other appropriate measures. Provides feedback to field, following up.
Prepare command responses to Congressional, Army Audit Reports, IG/Procurement Inspections, DA and OPM surveys, etc., regarding command policies and practices.
Prepare and present reports and briefings on program status and recommend actions to the appropriate individuals.
Plan and/or conduct various studies and evaluation activities in assigned segments of the program areas or revised program requirements or guidance, training, or other appropriate measures.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Specialized Experience: One year of specialized which includes:(1) Providing full technical responsibility for one or more civilian personnel management program/project assignments, such as, administration of recruitment and staffing programs, strategies, and civilian human resources authorities; (2) Developing appropriate human resources policies, procedures, guidance, and/or regulations; (3) Initiating personnel support special studies, pilot programs, or other actions; and (4) Providing expert advice on agency directives and/or guidelines related to human resources programs and issues This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12.
