You will serve as a SECURITY OFFICER in the OFFICE OF THE CHIEF OF STAFF (OCOS) of MARFORCOM NORFOLK.
Duties
You will formulate, institute, and evaluate Information and Personnel Security Program and Process.
You will provide, develop, manage, and coordinate security policy guidance, security training/education, and security awareness in support of Information, Personnel, Physical and Information Systems Security (INFOSEC) Programs.
You will manage and maintain proactive information and personnel security programs and possesses with goals and objectives to protect classified and sensitive unclassified information.
You will develop short and long-range information and personnel security program management goals and objectives.
You will serve as the representative for all information and personnel security program related matters.
You will ensure all personnel, military and civilian, are screened upon joining the command for appropriate security clearances.
You will serve as the Subject Matter Expert (SME) regarding courses of action incident to security violations.
You will supervise the Security Assistant on all matters relating to classified information including storage handling, transmission, control, and disposition thereof.
You will coordinate and conduct Physical Security Evaluations (PSE) of building/office spaces in establishing or revalidating strong rooms as required for the open storage of classified information.
You will be responsible for the security of classified and sensitive unclassified information processed, stored, or transmitted on Automated Data Processing Equipment (ADPE).
You will work with military/civilian specialists to design and implement evolving security program needs.
You will work with military/civilian planners and contractors/vendors to procure and implement state of the art security systems designed to ensure the security is upgraded according to timelines and maintained.
You will attend contingency and exercise planning meetings to ensure information and personnel security program requirements are included and subsequently implanted as required.
You will be designated as a governmental representative as the organization Trusted Agent for the verification of contractors need for a Common Access Card.
You will serve as the focal point for all aspects of security management responsibilities cutting across staff functional and operational areas, both internal and external.
You will coordinate and advise 20 Division and special staff sections on matters related to the security of classified and sensitive unclassified information.
You will administer oversight of staff coordination, security and staff training, security program library, information release, and assistance with inspection regarding security program policies, goals, and directives.
You will be responsible for approving leave, assigning performance rating and standards, assigning and reviewing work, assuring that production accuracy and timeliness requirements are met, and hears and resolves complaints from employees.
Requirements

- This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
- You will be required to obtain and maintain a DoD Security Cooperation Workforce (SCW) certification. You must complete DoD SCW Basic-level certification courses within one year.
- You will be required to obtain and maintain a Top Secret Security Clearance with adjudicated access to Sensitive Compartmented Information (SCI).
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications
GS-12:
I have one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector developing and managing security policies and procedures to identify and mitigate security threats for a Physical Security program. Providing and coordinating security exercises or other training requirements for security personnel.
GS-11:
I have one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector interpreting and applying security policies and procedures to identify and mitigate security threats for a Physical Security program.

Education
GS-11 Only: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
I have successfully completed Ph.D. or equivalent doctoral degree OR
I have successfully completed 3 full years of progressively higher level graduate education leading to such a degree OR
I have successfully completed LL.M., if related, if related to the position being filled
I have a combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
