Duties
Serves as senior action officer, and subject matter expert to the Chief, Disposal Management and the Division Chief, Inventory, Transportation, and Disposal Management concerning Disposal Policy related matters.
Serve as a senior policy advisor for DoD Disposal Policies responsible for developing and implementing policies related to the disposal of excess military personal property.
Directly support the OSD Sustainment update of the DoD Disposition Manual DoDM 4160.21 and provide direct to support to the team including editing, addressing policy challenges, and adjudicating comments from the DoD community.
As senior policy advisor responsible for establishing a public website that will serve as a resource for stakeholders.
Support DLA J345 Disposal management in reviewing DLA Issuance and Manuals and performing detailed gap analysis’ against the Excess to Disposal Process cycle.
Consults frequently with representatives from other Federal agencies and the military services, promoting a free exchange of technical information and advice on how to improve DoD TSC policies and procedures.
Reinforces DoD Disposition and Demilitarization (DEMIL) requirements in accordance with (IAW) DoD Manual 4160.21 and DoD Manual (DoDM) 4160.28
Acts as a Senior Advisor on DoD Disposal and Disposition procedures, regulatory guidance, plans, Standard Operating Procedures and Customer management and public sales.
Interacts directly and frequently with agencies outside DLA Logistics Operations to include Department of Defense (DoD) entities, Office of Secretary of Defense, Office in other federal civil agencies, ....
...state/local governmental agencies and authorized customers in private/commercial organizations.
Initiates immediate actions to correct detected deficiencies or uneconomical practices. Monitors contractor, government and Military services performance and takes action to correct disposal procedure deficiencies.

Qualifications
To qualify for a Property Disposal Specialist, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- Transforming related functional matters into integrated requirements essential to the successful establishment and strengthening of distribution and disposal programs.
- Planning negotiation strategies and conducting economic feasibility analyses for disposition programs.
- Developing alternative strategies and operations to improve the efficiency and economy of disposal management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
