The Bureau of Reclamation is seeking interested internal candidates to be considered for a professional development opportunity with the Office of the Regional Director . This opportunity is for a detail or temporary promotion, not to exceed 120 days,
Location - Sacramento, California
Duties
Directly responsible for researching, synthesizing, implementing, documenting, and reporting infrastructure program elements Agency-wide and externally so that Reclamation's mission and California-Great Basin (CGB) Regional objectives can be achieved.
Responsible for critical support to the senior leadership of Reclamation on sensitive issues and critical matters pertaining to all aspects of the implementation of the Bipartisan Infrastructure Law (BIL).
Ensure that the Region is accountable and transparent for funds spent on projects and programs defined in the BIL.
Advises on a broad range of high-visibility Agency-wide activities and programs in formulating policy, managing program execution, and maintaining appropriate relationships with other government entities, water districts, environmental organizations, and the public.
Develops and recommends policy affecting a broad range of Agency-wide and CGB Region activities.
Qualifications
Applicants currently at the GS-14 may apply to be detailed into this position. Applicants currently at the GS-13 level may apply to be temporarily promoted into this position. Candidates applying for temporary promotion may qualify on the basis of Specialized Experience.
Specialized Experience: The candidate's resume must describe specialized experience equivalent in difficulty and complexity to at least the GS-13 level in federal service demonstrating experience in: Evaluating and providing expertise regarding infrastructure program implementation as well as to plan, coordinate, and carry a variety of projects supporting the program management; Planning, programming, and budgeting regulations, guidelines, and processes, and a thorough knowledge of laws, programs policies, and objectives to develop long and short-range plans and guidance related to infrastructure projects and their associated activities such as NEPA, cultural, and permitting; monitoring and oversight to ensure accountability of the Region's Bipartisan Infrastructure Law programs.
