The incumbent will serve as the expert and resources for technologically sophisticated equipment including software, hardware and network needs for all the clinical services that receive support from the Health Informatics Service, responsible for performing all phases and steps in the proper use of the information technology. This includes coordination activities within and out of the service areas.

Duties

Serves as the expert and resource for technologically sophisticated equipment including software, hardware and network needs for all the clinical services that receive support from the Health Informatics Service, responsible for performing all phases and steps in the proper use of the information technology. Completes varied assignments which are complex in nature requiring coordination with the self-directed staff from the service, staff from other services, project managers and outside contractors. Assists and supports a large network with multiple users and different equipment as well as many different program needs of all clinical staff. Serves as the Contracting Officer Representative (COR) for new purchase equipment process. Knowledge of IT equipment and software specifications in order to suggest revisions or additions to ensure information for the procurement of the equipment is clear and adequate. Maintains a thorough knowledge of all information system service contracts and will track repairs. Maintains manuals, reference books, and/or software instructions associated with the programs and systems used in the organization. Coordinates computer equipment and software inventory system, equipment warranties, and software licenses. Keeps works current, assemble reports as frequently as needed by work routine and users' needs Provides computer support assistance and suggests software changes based on common problems or requests received. Provides technical support directly to information systems and data processing functions within the organizational unit. Process acquisition, management, contracting and purchasing documents related to hardware for new projects and provide support during the implementation. Knowledge of data processing rules, operating procedures and processing methods to prepare, advice, assist, code, and perform problem-solving duties. Problems solves and trouble shoots computer hardware problems or software uses by questioning the staff, clarifying the problem, examining the hardware and software program, and implementing possible solutions. Performs sounds judgment decisions when evaluating, adjusting and solving identified issues. Work Schedule: Monday to Friday 7:30am - 4:00pm Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/29/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. General Adjustment SF-50's with the effective date of within the last year do not provide the information to reflect time-in-grade requirement has been met and therefore cannot be the only SF-50. If you are currently serving in a Hybrid Title 38 position, your SF-50's must reflect you have been in the position longer than one year. Selective Placement Factor(s): (1) Must be proficient in spoken and written English. (2) Must be proficient in spoken Spanish. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing administrative and technical work for the acquisition, management, contracting and purchasing of equipment for use by the clinicians at all levels. Experience woriking withcomputer equipment and software inventory system and software management as Excel, Power Point, Word, etc. Keeps accuracy in all data reports, operating procedures and processing methods to prepare, advice, assist, code, and perform problem-solving duties. Experience working with one or more of the following: system hardware, software and program capabilities and limitations for multi-programming systems operating in more that two partitions; terminology, codes, abbreviations and graphics for preparing systems documentation or programs; program data contents standardized jobs within programs and methods for defining and retrieving non-standard data and reports.-Provides computer support assistance and suggests software changes based on common problems or requests received. Provides technical support directly to information systems and data processing functions within the organizational unit. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work will include physical demands such as: getting up and down from a sitting position, pushing, pulling, crouching, bending, walking, and standing for periods of time or carrying of light loads of papers, books, report and the like that require physical ability and stress due constant demands and continued interruptions to work by staff. The incumbent must be clean and neat in appearance. the incumbent might be called from several locations withing the institution during the workday.
