You will serve as a Program Analyst in the National Center for Statistics and Analysis, Office of Traffic Records and Analysis, the National Driver Register and Traffic Records Division. You will report directly to the Chief of the National Driver Register and Traffic Records Division through the Traffic Records Team Lead.

Qualifications

To meet the minimum qualifications for this position, you must meet either the specialized experience qualifications or education for the grade at which you are requesting consideration.  To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include: Experience assisting in the development of traffic records/safety data programs. Experience gathering, analyzing activities and policies for improving federal, State and local traffic records, highway safety data systems. To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.You can also qualify based on a combination of higher-level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience assisting in the development of traffic records/safety data programs, activities, and policies for improving federal, State and local traffic records, highway safety data systems. Experience analyzing, developing, and reviewing traffic records, highway safety data system data elements and performance measures. You cannot qualify on education at the GS-12 level; you must have experience. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience developing traffic records/safety data programs, activities and policies for improving federal, State, and local traffic records, highway safety data systems. Experience analyzing, developing and reviewing traffic records, highway safety data system data elements and performance measures. Experience managing activities conducted with national, State and local government representatives to improve State traffic records data systems. Experience gathering, analyzing, and displaying traffic data management information in reports using narrative descriptions. You cannot qualify on education at the GS-13 level; you must have experience. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Demonstrated expertise managing multiple highway safety programs and in the inter-related information technology systems pertinent to traffic records safety systems at the state and federal level. Knowledge of the Traffic Records Program Assessment Advisory, the State Traffic Records Assessment process, and objectives of both. Knowledge of the State Traffic Records Assessment Program (STRAP) and the Traffic Records Improvement Program Reporting System (TRIPRS) and the relationship to traffic records assessments in the States. Ability to develop and conduct formal high-level briefings to present information to federal senior executives; State, and local safety data managers and administrators. Demonstrated experience with Model Minimum Uniform Crash Criteria (MMUCC) and ability to conduct periodic reviews and revisions of the elements.
